Job Summary

This position is responsible for the administration of multiple permit programs for a specific geographic area. These include permits for physical encroachments for Right of Way, varying from utilities to widening of the roadway, construction of entrances to major development, including permits for major events, and permits for ADOT programs such as Adopt A Highway.

Assures program parameters are met and compliant with applicable laws, rules, regulations and standards. This position supervises, assigns, monitors and checks the work of the work unit to develop an efficient, effective and responsive team.

Job Duties

Supervise, manage, schedule and review work activities of subordinate personnel in the administration of the encroachment program. Complete personnel documentation/evaluations, coaching, approve time sheets, travel and leave. Prepare staff proposals/recommendations for additional resources. Attend staff meetings.

Review permit submittals for compliance with ADOT standards and specifications. Evaluates and insures work for compliance with federal highway administration requirements, hydrologic and traffic engineering requirements are met. Performs permit site inspections. Coordinates reviews by other affected agency division.

Meets with public & private sectors to explain permit and plan submittal requirements relating to access, drainage, traffic engineering and environmental issues. Travel extensively to geographic areas within district. Performs review of all planning and zoning requests for a geological district.

Conducts preliminary field reviews for permit requests, investigates reported/discovered Right of Way encroachments to determine technical aspects of violations and make recommended corrections. May issue notice of encroachment violations. Conduct research for the Attorney General's Office for litigation reviews.

Conducts/oversees field staff monitoring of permit work by conducting field/site reviews, final inspections to ensure permit compliance. Grant time extensions, provide technical assistance to determine compliance, addendum to work, issues letters of acceptance for completed work.

Knowledge

Knowledge, Skills & Abilities (KSAs):

  • Knowledge of Google Suite, adobe acrobat, ADOT permit database, road portal, Right of Way highway maps and engineering plan reading.
  • Knowledge of design principles & practices of civil engineering as applied to construction projects.
  • Knowledge of construction principles & practices of civil engineering as applied to construction projects, utility engineering and development projects.
  • Knowledge of statutes, administrative rules, standards, guidelines and policies pertaining to permits, and subsurface utility engineering.
  • Knowledge of temporary and permanent traffic control, ADOT Traffic Design Guidelines and AZ Blue Stake (811) requirements.
  • Knowledge of environmental requirements and clearances.
  • Knowledge of tools, equipment, materials used for highway & utility installations.

Skills

  • Skilled in written and verbal communication including depositions and testimony in a court of law.
  • Skilled in organizing and prioritizing work assignments.
  • Skilled in research and analyze programs databases and external sources.
  • Skilled in interpreting and reading a variety of technical engineering documents and field inspection data and diaries.
  • Skilled in field monitoring of temporary traffic control plans.
  • Skilled in Interpersonal relationships & customer service applied to members of the public, agency and local governments.
  • Skilled in decision making, and handling complex permit types.
  • Skilled in research

Ability

  • Ability to work with customers and develop relationships with members of the public and private sectors.
  • Ability to resolve internal & external conflicts with customers and staff.
  • Ability to visualize impact of proposed encroachments and determine possible mitigations needed.
  • Ability to manage, mentor and train staff members in permit related issues.
  • Ability to review/approve plans for all business types of permits.
  • Ability to develop standard work and process improvements for team members on a statewide platform.
  • Ability to multi-task and on a variety of permit issues and projects with critical deadlines.
  • Ability to be proactive and not reactive to constantly changing priorities.
  • Ability to coach and develop employees, including continuous improvement practices and principles

Selective Preference(s)

High school Diploma or GED preferred.

Previous Permit Processing Experience Preferred.

Engineer plan and right of way map reading skills, construction management or construction inspection and previous experience supervising or managing a team.

Pre-Employment Requirements

This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).

All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).
