Job Summary
The Construction Estimator will be responsible for collaborating with Department staff to develop comprehensive project scopes of work and perform cost analysis on a wide variety of facility maintenance, repair, improvement, and Capital projects valued between $1K and $20M. Work closely with and support Facilities Management, design, maintenance, and project management staff to develop timely and accurate initial Rough Orders of Magnitude (ROM) and detailed construction estimates that consider all aspects and construction disciplines of projects, including materials, labor, equipment, time and other associated costs. Responsible for assisting in the development of discipline/service estimators, developing and updating historical databases, and assisting in the development of department procedures.
This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties
Review, analyze and interpret project requests and Contract Documents (specifications, drawings, and reference information), conduct site visits, and review any relevant information to develop accurate, timely and comprehensive material, labor, equipment and time cost estimates for a wide variety of maintenance, repair, improvement, and Capital construction projects.
Work with Department staff to develop and prepare projects scopes and conceptual estimates for a wide variety of maintenance, repair, improvement, and Capital projects using limited preliminary design documents.
Collaborate with design and engineering staff, project managers, and supported ADOT divisions to understand project requirements on future maintenance, renovation and capital construction projects to provide rough order of magnitude (ROM) estimates used for budget planning.
Maintain estimate information within Computerized Maintenance Management Systems (CMMS), use estimating and construction management software (RS Means, Bluebeam, MS Project, Procore) as well as standard office productivity software (MS Office & Google Suite).
Manage comparisons between estimates, contractor quotes and final completion costs to increase accuracy of future ROM and comprehensive construction estimates.
Support Facilities Property and ADOT Risk Management staff managing building and building systems replacement valuation assisting with the monitoring of various industry indexes to update and maintain replacement information to comply with legislative requirements.
Prepare and present metrics, reports, briefs, and presentations on construction costs and scopes to various inter-departmental staff and external government and civil entities.
Other duties as assigned as related to the position.
Knowledge
Knowledge, Skills & Abilities (KSAs):
Preferred Minimum Qualifications: Degree in Architecture, Engineering, Construction or Facilities Management or related field.
Five to ten (5 -10) years estimating new commercial construction and renovations.
Pre-Employment Requirements
This position requires driving or the use of a vehicle as an essential function of the job, and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).
