Job Summary:
This position manages the Department’s finance and administration functions, under the general direction of the Deputy Director. This includes managing and performing budget, accounting, procurement, facilities operations, and related functions. The position is responsible for ADWR’s financial work-products and for managing 8 employees.
A hybrid work schedule (some work in the office and some work from home) is available for this position.
ADWR currently requires all employees to work onsite a minimum of 2 days per week, or more if the job requires. The departing Assistant Director for Finance and Administration found it necessary to work onsite an average of 3 days per week.

Job Duties:
This position acts as the ADWR budget officer and responds to information requests from the legislative and executive budget offices.
Additionally, this position develops and implements policies and procedures related to administrative operations; serves as a technical expert; prioritizes needs and strategically aligns resources to address those needs; and ensures compliance with state and federal laws and regulations related to budget, accounting, human resources, procurement, and facilities.
Knowledge, Skills & Abilities (KSAs):
Knowledge of:
- Leadership and management principles
- State of Arizona budgetary and legislative processes
- State government financial/accounting practices
- Strategic planning, goal setting, metric development, monitoring and evaluation methods
- Administrative processes such as staff development and training, budget development, monitoring and cost projections, human relations and group dynamics
- The State Procurement Code and evaluation methods
- Principles of facility management and fleet management
- Federal grant management
- Human resources and familiarity with the Arizona Department of Administration (ADOA) personnel rules and procedures and federal/state employment laws and regulations
- Experience with AZ360 or a similar online accounting system, the Arizona Procurement Portal or a similar procurement system, Excel or a similar spreadsheet application, and a database application

- Generate effective ongoing and ad-hoc financial reports
- Carry out problem solving activities through use of existing data and through generating new data sources
- Review and improve work processes, including drafting or updating department policies
- Prioritize, plan, analyze, and coordinate operations
- Communicate effectively, both orally and in writing, publicly and privately, with individuals at diverse levels
- Read prospective legislation and analyze its impacts on Department operations
- Establish and maintain effective interpersonal relationships, and enhance cooperation at various levels within and outside the organization.
Selective Preference(s):
- Have in-depth state budget experience.
- Have 10 or more years of professional experience and a Bachelor's degree (Master’s degree preferred) from an accredited institution in public administration, finance, accounting, business, or a related field; or an appropriate combination of both experience and education.
- Have a working knowledge of the State of Arizona’s budget processes and associated timelines.
- Be an effective manager of a wide variety of projects and initiatives and should bring a collaborative approach to carrying out these initiatives.
- Be comfortable communicating and interacting with agency executive-level leadership, including formal presentations, informal conversations, written reports and briefings.
Depending on qualifications, the successful candidate may be considered for the Finance and Administration Manager position.

Retirement:
Positions in this classification participate in the Arizona State Retirement system (ASRS). Please note, enrollment eligibility will become effective after 27 weeks of employment. The current contribution rate is 12.27%.
