Job Summary:

The role of a Human Resources Operations Analyst is a critical component of the HR department's operational efficiency. This position involves working in a constantly evolving and fast-paced environment, where meticulous attention to detail is required for analyzing, verifying, and accurately inputting employee personnel actions into the Human Resources Information System (HRIS) in compliance with the Arizona Department of Administration (ADOA) Personnel Rules. Additionally, the Analyst is responsible for overseeing a wide range of HR operations-related tasks to support DCS employees. This multifaceted role is pivotal within the organization, as it directly impacts the overall effectiveness and compliance of HR processes.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

  • Ensures the accurate review, verification, and timely entry of incoming employee Personnel Action Transmittal (PAT) requests and enters into the State's HRIS system. These actions encompass new hires, promotions, transfers, demotions, and similar processes. Prior to processing these actions, confirms the completion of necessary employee performance appraisals according to PAT action type. Additionally, conduct audits on the keyed actions to uphold precision.
  • Assists with new employee orientation bi-weekly such as collecting I-9 photos; and taking, preparing and distributing new hire identification badges.
  • Process various HR operations-related tasks, such as Arizona State Retirement System enrollments, Arizona State Employee Record Application (ASEDRA), Public Service Loan Forgiveness, Fingerprint card renewal, years of service and retirement certificates, Medicare B, bilingual stipends, employment verification, Quality of Life Events, military leave requests, unemployment, benefit questions, and several additional tasks.
  • Works with HR liaisons to resolve any issues or discrepancies; and provides training and guidance to HR liaisons.
  • Participates in small/mid-size special HR Projects or assignments using the Lean Management System Methodology. Generates reports. Assists identifying and implementing process improvement solutions.
  • Coordinates the replacement of identification badges. Manages the HR Operations inbox and responds to inquiries. May be required to answer Human Resources main line phone. Travels on State business.
  • Attends mandatory training sessions and participates in HR Operations unit meetings. Attends and participates in team huddles. Assumes the role of backup in the absence of analysts.
  • Other duties as assigned as related to the position.

Selective Preference(s):

Two (2) years of work experience in a human resources office, with specific experience in State of Arizona HR and interpreting ADOA personnel rules related to Operations. Experience presenting in a classroom setting.

Pre-Employment Requirements:

The ability to secure and maintain clearance from the DCS Central Registry.

This position requires driving or the use of a vehicle as an essential function of the job to conduct State business, then the following requirements apply: Driver’s License Requirements.
