Job Summary:
The Arizona Department of Agriculture is recruiting for an Operations Program Manager for our Citrus Fruit and Vegetable Division. The position is located in Nogales Arizona.
The Arizona Department of Agriculture (AZDA) and the United States Department of Agriculture (USDA) have a Cooperative Agreement for Fresh Produce Inspection, Auditing Services, and Terminal Market Inspections, known as the Federal State Inspection Service (FSIS) program. The Nogales Operations Program Manager will be responsible for overseeing the day-to-day administration of the Nogales FSIS office.
Job Duties:
- Coordinates and leads weekly staff and Nogales leadership team meetings with inspector supervisors, training staff, administrative staff, and dispatch staff.
- Develops the bi-weekly staffing schedule for approximately 38 full-time and up to 110 seasonal inspectors to ensure inspection demands are met.
- Supervises and directs the Nogales dispatch team and training team through approximately two direct reports and four indirect reports. Responsible for the hiring, termination, and managing of direct reports, including appraisals, discipline, and employee time entry (ETE).
- Approves and ensures accuracy of all monthly and annual reporting on USDA fees and production to USDA for the Federal State program's three district offices (Yuma, Phoenix, and Nogales).
- Oversees multiple phases of hiring over 100 seasonal inspectors, working with divisional administrative staff to ensure timeliness and accuracy of the necessary documentation.
- Coordinates with divisional administrative staff on fleet maintenance, facility maintenance/utility, and equipment requests.
- Coordinates with the onsite IT team to ensure the effective management and support of facility operations, addressing any technology needs, troubleshooting issues, and implementing solutions to maintain operational efficiency.
- Collaborates with the USDA, Georgia FSIS, and other state users of the GAFSIS electronic inspection software on process improvement of the electronic inspection certificates, license control, program organization, and security.

Retirement:
Positions in this classification participate in the Arizona State Retirement System (ASRS). ASRS is a mandatory condition of employment for all employees who meet the eligibility and membership criteria defined in statue. Current contribution rate is 12.27%. Enrollment eligibility will become effective after 27 weeks of employment.
