Job Summary

Service as a lead technician and Adopt-A- Highway office manager under the general supervision of a Resident Engineer. Performing highly technical activities on highway projects, including highway, adopt a highway and freeway management system. Responsible for work In customer service and other staff functions.

Responsible for maintaining highest level of confidentiality, knowledge of ADOT Administrative rules, policies, and procedures. Prepares correspondence, memos and reports for permit staff. Assists phone customers and direct callers to appropriate managers and supervisors. Provides general guidance of ADOT policies and procedures.

Job Duties

Responsible for all administrative duties delegated by by the Program Manager, including responding to inquiries from co-workers, contractors , the public and other stakeholders. May drive a State Vehicle in the course and scope of State business.

Payroll input; finance, purchasing and monthly bill paying: human resource processes/personnel actions; training coordination; facility and fleet responsibilities; and correspondence, communications, research and scheduling. Ensure that all applicable policies, procedures, rules, and statutes are followed.

Review and/or prepare contract documents related to force account. change orders. supplemental agreement, subcontracts, and financial documentation for current and completed projects.

Produce and distribute a variety of letters, memos, and miscellaneous correspondence for Adopt A Highways.

Creates and maintains file system of Adopt-A- Highway for Permits Supervisor.

Initiate or assist In writing supplemental agreements (change orders or force accounts).

Other duties as assigned as related to the position.

Knowledge

Knowledge, Skills & Abilities (KSAs):

  • Knowledge of the principles and practices of administration (to Include, but not limited to: business math and English/grammar).
  • Knowledge of agency rules, regulations, and operating procedures.
  • Knowledge of computer systems and associated business/office software such as word processing, spreadsheets, graphics. scheduling and organizing, communications, etc.
  • Federal and State Statutes and agency standards, policies, and procedures applicable to the area(s) of assignment.
  • Project documentation methods procedures and techniques.

Skills

  • Operation computer and office equipment to process project documentation.
  • Interpret and implement standards, policies, procedures, and regulations, applicable to the area of assignment.
  • Interpersonal relations, as applied to contracts with contractors, consultants and other government employees.
  • Verbal and written communications.
  • Google Platform Skills.

Ability

  • Multi-task; Complete assignments to acceptable standards of accuracy and timeliness/meet strict deadlines.
  • Take direction from multiple lead workers.
  • Complete all work.
  • Safely drive a full-size pickup truck on-and-off road.
  • Work outdoors for extended time, exposed to extreme heal, cold, dust and noise, near high-speed traffic.

Pre-Employment Requirements

Two years of administrative experience with various responsibilities

This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).

All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).
