Summary
The Department of Finance and Administration (DFA) Accounting Annual Comprehensive Financial Report (ACFR) Coordinator is responsible for the operation of support systems for the Arkansas Administrative Statewide Information System (AASIS) and providing technical assistance to state agencies and institutions of higher education regarding the area of expertise. This position is governed by state and federal law and agency policy.
Functions
Supervises a small professional staff by interviewing and recommending for hire, assigning and reviewing work, training new employees, and evaluating the performance of incumbents. Coordinates the development of maintenance of automated accounting systems by providing information to data processing staff regarding desired results, database components, information flow, and system interfaces, designing screen and report formats, monitoring developmental stages and timeframes, and testing the final product prior to implementation. Prepares instructions and/or documentation for state agencies regarding system utilization, data collection, input, reporting, and presents training programs related to the automated accounting system, state accounting procedures, and conformance with Generally Accepted Accounting Principles. Monitors automated accounting systems to ensure the accuracy of data, diagnoses, and rectify system issues. Supervises the review, or reviews data submitted by agencies, compares against Legislative Audit reports to ensure accuracy, and makes adjusting entries to computer files to produce the Annual Comprehensive Financial Report for the State of Arkansas. Reviews financial reports and accounting system information from other states to determine how they capture and report transactions and events similar to those in Arkansas. Responds to inquiries, surveys, and questionnaires, provides advice and technical assistance related to Arkansas financial operations and accounting procedures to state agency personnel, other state and federal agency officials, investment bankers, and members of bond rating organizations, standards boards, and other professional organizations. Performs other duties as assigned.

Knowledge, Skills and Abilities
Knowledge of Governmental Accounting and Financial Reporting Standards and Generally Accepted Accounting Principles. Knowledge of the financial operations of state agencies. Knowledge of data processing applications development, analysis methods, and processes. Ability to interpret and apply provisions of laws, rules, or policies to specific situations. Ability to coordinate the development, utilization, and maintenance of automated accounting systems. Ability to evaluate the effectiveness of financial systems and controls, identify problems, and devise corrective actions. Ability to plan, organize, and coordinate the work of others. Ability to communicate technical information orally and in writing to diverse individuals and groups inside and outside state government.
Minimum Qualifications
Office of Accounting – Financial Reporting Section - The formal education equivalent of a bachelor’s degree in accounting plus, four years of progressively more responsible experience in general accounting or fiscal management, including two years in a supervisory or leadership capacity. OR The formal education equivalent of a bachelor’s degree in accounting; plus, three years of progressively more responsible audit experience, including two years in a supervisory or leadership capacity.
Licenses
Office of Accounting – Financial Reporting Section - Must meet the State Board of Public Accountancy education eligibility requirements to be licensed as a Certified Public Accountant in accordance with State Board of Public Accountancy Rule 3.11. Must possess a valid Arkansas driver’s license if in-state travel is required. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB-RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
