The mission of the Department of Finance and Administration is to provide Arkansas citizens convenient, effective, and courteous service which will encourage voluntary compliance with tax, license, and child support laws.

Summary
The Department of Finance and Administration (DFA) Office of Child Support Enforcement (OCSE) Program Supervisor is responsible for coordinating and monitoring child support enforcement programs. This position is governed by state and federal laws and agency/institution policy.
Functions
Supervises a small to medium-sized professional and administrative support staff by interviewing, hiring, assigning work, reviewing complicated legal documents, providing guidance and assistance, and evaluating the performance of incumbents. Participates in the development of operating policies and procedures by analyzing the effectiveness of current practices, assessing unit needs, creating manual and computerized reporting tools, identifying budgetary needs, and maintaining updated operating manuals. Monitors and coordinates the child enforcement programs and provides technical assistance to the public in the interpretation of applicable statutes and regulations concerning child support issues. Performs administrative duties by reviewing and analyzing statistical data, compiling information and preparing reports and correspondence, and researching and recommending legislation, trends and program options. Participates in hearings and gives testimony at meetings conducted by boards, commissions, or legislative bodies. Trains division employees in application of new methodologies or techniques and provides policy and procedure clarification and interpretation. Performs other duties as assigned.

Knowledge, Skills and Abilities
Knowledge of state and federal laws and regulations governing child support enforcement. Knowledge of the principles and practices of personnel management and state budgetary procedures. Ability to plan, organize, and direct the work of others. Ability to develop, evaluate, and analyze programs, services, policies, and procedures and implement needed changes. Ability to interpret and apply state and federal laws and regulations governing program area. Ability to prepare, present, and review oral and written information and reports.
Minimum Qualifications
The formal education equivalent of a bachelor's degree in public administration, business management, or a related field; plus three years of experience in child support enforcement organization, development, and administration, including two years in a supervisory or leadership capacity. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
