Summary
The Finance Program Analyst is responsible for conducting case management, compliance, and contract audits and preparing reports. This position is governed by state and federal laws and agency/institution policy.
Functions
Prepares for audits by analyzing records and findings of staff, researching annual reports, examining applications for rate increases, and identifying potential issues. Examines, analyzes, and interprets company's manual, automated financial records, and documents ensuring loans, procedures, and projects are in compliance with state and federal laws. Compiles and summarizes data and information for audit reports, makes recommendation to commission to accept, reject, or adjust company requests, and obtains supervisor's approval and submits reports to agency and company. Defends and supports recommendation in court hearings by preparing reports, testimony, and exhibits for court, participating in pre-hearing conferences, presenting oral testimony, and responding to cross-examination. Contacts company to schedule audits and discusses audit program and procedures with utility company's management and personnel. Provides audit information and technical assistance to agency personnel and state officials by preparing and presenting accounting research reports. Reviews and researches legal and accounting publications to keep abreast of latest developments in public utility cases and informs agency staff of findings. Conducts special studies for the commission and reports findings as directed. Performs other duties as assigned.

Knowledge, Skills and Abilities
Knowledge of the principles and practices of accounting. Knowledge of audit standards and procedures. Knowledge of automated accounting systems and procedures. Knowledge of public utility operations and practices. Ability to interpret and apply rules, laws, or policies to specific situations. Ability to evaluate fiscal operations and controls, identify areas of non-compliance with law or accepted accounting procedures, and recommend corrective actions. Ability to compile supporting documentation and prepare and present oral and written reports. Ability to utilize personal computers and relevant applications in performing financial analysis.
Minimum Qualifications
The formal education equivalent of a bachelor's degree in accounting or a related field; plus two years of auditing experience, including six months involving public utilities. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
