Position Summary

The Financial Analyst I researches and analyzes a wide variety of financial information, such as income received from rates, capital invested, company or agency financial status, rate processes, cost allocation, financial journals, economic reports, or related data to develop recommendations. Prepares a variety of reports and recommendations, writing detailed analysis of findings to support recommendations. Prepares and presents testimony and depositions in administrative or court hearings, participates in pre-hearing conferences, and responds to questions to support agency recommendations and findings. May review planned expenditures and project future costs to recommend rate structure changes. May monitor state and/or federal legislation in determining necessary changes to rate structures. May present testimony at hearings or in depositions as expert witness to support recommendations or analysis. Performs other duties as assigned.

Minimum Qualifications

The formal education equivalent of a bachelor's degree in accounting, finance, business administration, or a related field; plus two years of experience in financial analysis or management.

  • Knowledge of the principles and practices of finance and accounting
  • Knowledge of mathematics and statistical analysis. Ability to analyze financial reports, financial statements, and other records to evaluate the current financial condition of a company or feasibility of financial proposals.
  • Ability to plan, organize, and direct the work of lower-level supervisors and/or subordinates. Ability to analyze programs and recommend implementation methods or modifications.
  • Ability to coordinate activities with other sections, agencies, services, and organizations. Ability to interpret and apply federal and state guidelines and regulations.
  • Ability to plan, prepare, and present oral and written reports.
  • Ability to develop and document complex technical and operational procedures.

Job Responsibilities And Expected Results

Key Business Processes/Duties

  • Overseas all travel for the Division of Workforce Services to include arranging flights, hotel rooms, conferences, etc
  • Assists with processing TR-1s by reviewing that they are accurate and follow agency guidelines.
  • May assist other divisions with overseas travel as needed.
  • Supervise a small to medium size staff.
  • Other duties as assigned.

Summary

The Financial Analyst I is responsible for the research and analysis of financial information and the development of recommendations concerning capital requirements, proposed rates for services, bond issues, proposed financing, or other issues. This position is governed by state and federal laws and agency/institution policy.

Dimensions

Occasional overnight travel is required.

Minimum Qualifications

The formal education equivalent of a bachelor's degree in accounting, finance, business administration, or a related field; plus two years of experience in financial analysis or management. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
