ADEM is committed to responding quickly to the needs of the citizens of Arkansas during times of disaster, whether it be natural or man-made. ALL ADEM staff, regardless of position title, serve a role in the State Emergency Operations Center (SEOC) to aide in response efforts.

Roles and Responsibilities
The ADEM Private Sector Liaison will report directly to the Deputy Director for Preparedness and Response. This position will build and foster strong relationships with private sector, non-profit organizations, and other key stakeholders to support the mission of Arkansas Division of Emergency Management. The successful applicant will be responsible for the following job functions.

Serves as the point of contact between emergency management and private sector stakeholders; provides leadership and guidance before, during, and after disasters and/or emergencies.
Coordinates and maintains strong relationships with organizations to enhance the private and public sector partnerships.
Coordinates situational awareness and resource coordination during disaster response and recovery efforts, to include capability, donations, logistics and personnel.
Effectively communicate with key stakeholders during the response to and recovery from disasters and/or emergencies.
Coordinates with businesses on disaster assistance, mitigation and recovery.
Coordinates emergency planning efforts, business continuity and develops preparedness outreach initiatives.
Assists with the development of exercises, trainings, workshops; supports after-action reviews to identify best practices and lessons learned.
Participates in meetings, conferences, and workshops with various levels of government officials, non-governmental organizations and private sector organizations.
In state and out of state travel for trainings, conferences, and disaster related duties may be associated with this position.
Activation as a member of the Arkansas Emergency Operations Center may be necessary in the event of a major emergency. This may alter or totally change previously established duties and work schedules until the emergency is over.

Preferred Qualifications
Demonstrate leadership qualities; excellent customer service skills and ability to work in a team environment; ability to understand and interpret written guidance and policy documents; ability to communicate verbally and conduct briefings/presentations; experience with reviewing and editing written documents; have working knowledge of the Incident Command System (ICS) and the National Incident Management System (NIMS).

Summary
The Planning Specialist is responsible for researching, reviewing, and evaluating state programs. This position is governed by state and federal laws and agency/institution policy.
Functions
Researches and reviews applicable legislation and/or similar programs, analyzes data, and compiles information for use in the development of state plans and programs. Maintains and updates agency program plans, writes newsletters, brochures, and articles for publication, and provides information for news releases. Monitors and evaluates the implementation of plans and programs to ensure compliance with program guidelines. Conducts and/or assists in presentations, at meetings and workshops, dealing with program related issues. May assist program participants in writing grant proposals and monitoring and approving grant activities and expenditures. Serves as liaison to help establish working relationships between local, state, and federal agencies. Prepares and submits various activity and program-related reports. Performs other duties as assigned.

Minimum Qualifications
The formal education equivalent of a bachelor's degree in business management or a related field; plus one year of experience in planning programs, grants processing, or a related field. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
