The State Water Resources Control Board has an opening for an Information Technology Specialist I (GIS Specialist) in the Business Operations Support Branch of the Division of Information Technology in the GIS Unit. The position is located at 1001 I Street, 8th Floor, Sacramento, right in the heart of downtown next to light rail stations, other public transportation, restaurants and more.

Under the general direction of the Information Technology Manager I (ITM I) of the Geographic Information Systems (GIS) Unit in the Division of Information Technology (IT), and consistent with good customer service practices and the goals of the State and Regional Board's Strategic Plan, the Information Technology Specialist I (ITS I) acts as a project member and works independently as a technical specialist on complex GIS assignments. The ITS I will be responsible for GIS content support for State and Regional Board programs and will assist in the planning, coordinating and implementation of activities that require the development of GIS solutions using ArcGIS desktop and web technologies. The incumbent will serve as a GIS Analyst and Administrator and will have knowledge of, and experience with, geography, GIS concepts, Esri GIS mapping software, databases, and Microsoft Office technologies. The ITS I will provide IT services in the Business Technology Management and Software Engineering domains.

The ITS I will be courteous, communicate effectively and professionally (written and verbal) with team members and customers, provide timely responses to internal / external customers, follow through on commitments and consider internal / external customer needs when completing work assignments. The ITS I is also expected to maintain proficiency in GIS technology, infrastructure, techniques, methodologies, and industry best practices.

    Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate :

  • Highly motivated, team-oriented IT professional with excellent interpersonal, organization, technical, and written and verbal communication skills.
  • Experience making presentations to co-workers and management.
  • Experience being a contributing member of team.
  • Possess extensive knowledge and experience ArcGIS for Server supporting map, feature, image, and geoprocessing services, and ArcGIS for Desktop.
  • Possess extensive knowledge and experience configuring, administering, and maintaining ESRI ArcGIS Server, ESRI Web (ArcGIS Online and ArcGIS Portal), and desktop (ArcGIS and ArcPo) products. Experience with Latitude Geographics Geocortex Essentials is highly desirable.
  • Experience performing complex spatial analysis and modeling that required advanced knowledge in the design, capture, and development of GIS data sets.
  • Experience with creating GIS tools, models and workflows using ModelBuilder, ArcPy and Python.
  • Experience creating custom internet and intranet GIS applications to provide users with intuitive and interactive web-based tools.
  • Possess knowledge and experience supporting GIS solutions using - ArcSDE, DBMS, Oracle or SQL Server, Windows or equivalent.
  • Experience with GIS solutions system requirements analysis and coordination.
