Under the general supervision of the Assistant Division Chief, Operations, the incumbent leads, plans, and manages the work of professional IT staff engaged in activities related to tasks necessary to design, modify, implement, and maintain automated accounting and financial reporting systems which will meet the needs of the State Accounting and Reporting Division (SARD).

The incumbent directs staff in the performance of information technology projects by providing administrative and technical direction with assignments. In addition, the incumbent will also lead, plan, and manage the work of professionals in the FIST section of SARD in support of the various information technology needs of the department.

Duties performed :

Candidates must perform the following functions with or without reasonable accommodations.)

  • Manage and lead staff responsible for maintaining critical databases, applications, and other non-mainframe production services for SARD.
  • Develop staff skills by formulating training plans, setting goals, monitoring progress, mentoring, and delegating tasks of increasing responsibility.
  • Evaluate staff through informal processes and annual performance reports.
  • Develop, implement, and oversee comprehensive IT policies, standards, and programs to ensure alignment with organizational goals, regulatory requirements, and industry best practices.
  • Regularly review and update policies to address evolving technological, security, and operational needs.
  • Manage the organization's IT portfolio by evaluating, prioritizing, and balancing technology investments to maximize value and alignment with strategic objectives.
  • Monitor project performance and resource allocation, ensuring alignment with timelines, budgets, and business priorities.
  • Oversee the procurement of IT systems, software, and services, ensuring cost-effectiveness, compliance with procurement policies, and alignment with organizational needs.
  • Collaborate with vendors and negotiate contracts to secure favorable terms while maintaining quality and service levels.
  • Establish and monitor key performance indicators (KPIs) for IT services to ensure optimal performance, reliability, and user satisfaction.
  • Identify and address service gaps, implement improvements, and ensure accountability for service delivery across internal and external providers.
  • Analyze and redesign business processes to improve efficiency, eliminate redundancies, and enhance organizational performance.
  • Leverage technology to streamline workflows, reduce costs, and deliver measurable improvements in service delivery.
  • Conduct detailed analyses of business needs, processes, and systems to identify opportunities for improvement and innovation.
  • Collaborate with stakeholders to define requirements, develop business cases, and recommend technology solutions that align with organizational goals.
  • Explore emerging technologies, trends, and methodologies to identify innovative solutions that can address business challenges or create new opportunities.
  • Develop prototypes, pilot programs, and feasibility studies to evaluate the potential impact of new technologies.
  • Lead the development of long-term technology strategies that align with organizational goals and industry trends.
  • Identify key initiatives, set priorities, and create roadmaps to guide technology adoption and investment.
  • Enhance the user experience for digital services by gathering feedback, understanding user needs, and designing solutions that improve usability, accessibility, and satisfaction.
  • Collaborate with design and development teams to implement user-centered improvements.
  • Oversee the creation and management of digital content to ensure it aligns with organizational objectives, user needs, and best practices for accessibility and usability.
  • Develop guidelines and standards for content strategy, structure, and presentation.
  • Define and execute strategies for the development and delivery of technology products and services.
  • Ensure alignment with business goals, customer needs, and market trends while optimizing resources and timelines for successful implementation.

Working Conditions

This position is located at The Park, a quaint and historical campus environment two blocks from McKinley Park, in the heart of residential East Sacramento. This position is eligible for hybrid telework under California Government Code Section 14200 for eligible applicants residing in California.
