This position supports the California Department of Public Health's (CDPH) mission and strategic plan by creating customer focused solutions that are responsive and agile; supporting a modern infrastructure, tools, architecture, and standards; to effectively provide efficient services following service level agreements. The Information Technology Services Division (ITSD) leverages data and technology to create sustainability across CDPH by creating efficient solutions that meet customer expectations and reduce waste. As well as, creating innovative solutions, strengthening partnerships and collaborations, and embracing technology.

Under general direction of the Information Technology Manager (ITM) I, Chief, CHCQ Support Section, the Information Technology Specialist (ITS) II works as the development team lead on the most complex projects, working both independently and collaboratively within one or more project teams. As the Lead Application Developer, the ITS II functions as the technical subject matter expert, responsible for some of CDPH's most visible and mission critical application and database systems.

The ITS II handles the most complex departmental enterprise Management Information Systems (MIS) migration, application systems migration, enhancement, upgrade, maintenance, and replacement projects, while providing expert consultation to other CDPH units as directed.

The ITS II performs duties in the Software Engineering, System Engineering, and Information Security Engineering domains.

Working Conditions

Telework Information :

This position may be eligible for telework up to three (3) days per week and is required to report in-person to the designated headquarters office location a minimum of two (2) days per week. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with CDPH's Telework Program. All employees who telework are required to be California residents in accordance with Government Code 14200. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded.

Business travel may be required, and reimbursement considers an employee's designated headquarters office subject to regulations and bargaining unit contract provisions. All commute expenses to the designated headquarters office will be the responsibility of the selected candidate.

  • Understanding and ability to participate in all phases of the (Software Development LifeCycle (SDLC) including gathering requirements, systems analysis, design, programming, integration, testing, deployment, administration, technical support, disaster recovery and production maintenance.
  • Experience developing and implementing system plans, schedules, prioritization of all production, and project-related IT-business activities.
  • Experience with application development tools and technologies.
  • Experience with database design / development.
  • Experience with cloud computing and infrastructure.
  • Ability to apply creative thinking in the design and development of methods of processing information with information technology systems.
  • Strong work ethic with the ability to work independently, and to prioritize and manage work to meet critical timelines.
  • Excellent communication skills and collaboration skills coupled with problem analysis and solving abilities
  • Ability to manage IT projects, prioritize tasks, and meet critical deadlines.
  • Ability to apply creative thinking in the design and development of methods of processing information with information technology systems.
  • Skilled in maintaining database objects (tables, views, stored procedures, functions, triggers).
