The Controller's office is the Colorado Department of Labor and Employment's central accounting and finance office. This office works to maintain a controller environment to properly record financial information for the Department including reporting, overseeing internal financial controls; ensuring compliance with various regulations; acting as the approval authority for journal entries, cash receipts, interagency transactions, appropriation and appropriation transfer transactions, and yearly allotments; and facilitating the annual Financial and Single Audit. The Finance Office provides internal support to the Divisions, Offices and Units within the Colorado Department of Labor and Employment, including Unemployment Insurance, Employment, and Training, including the Workforce Development Council and the Rural Consortium, Labor Standards and Statistics, Oil and Public Safety, Workers' Compensation, Vocational Rehabilitation and Family and Medical Leave Insurance (FAMLI). This also includes the Office of the Future of Work, the Just Transitions Office and the Office of New Americans. The Controller’s office is part of the Executive Director’s Office and is located in downtown Denver.

The Accountant III is a professional accounting position that typically has experience with design, structure, and maintenance/update of the accounting system used by a unit that is beyond the entry level. The type of responsibility found at the professional accountant level generally requires the application of more complex accounting theories, generally accepted accounting principles (GAAP), and standards (Financial Accounting Standards Board) usually acquired through an accounting or finance degree. The Accountant III typically manages or leads accountants and/or staff who have basic to intermediate level accounting skills. The Accountant III has significant experience and knowledge with higher level rules and guidance within the constraints of statewide fiscal rules and accounting systems.

Managers, auditors, Federal, State and County agencies, and program stakeholders as to program fiscal rules and regulations. Assists the program fiscal stakeholders with the interpretations of financial reports. Compiles and submits extensive federal reporting monthly, quarterly and annually. Interprets and determines grants’ financial reporting requirements and program needs. Formulates grant fiscal requirements, plans, develops and implements the appropriate account code structures in the financial/accounting subsystem to achieve the departments’ fiscal objectives.

MINIMUM QUALIFICATIONS: Education and Experience:

Experience Only:
Eight (8) years of relevant experience in an occupation related to the work assigned to this position to include professional accounting experience.

OR


Education and Experience:
A combination of related education (coursework requires 27 semester hours completed in accounting or auditing) and/or relevant experience in an occupation related to the work assigned equal to eight (8) years

Current, valid licensure as a CPA by the Colorado Board of Accountancy will count for six (6) years of the requirement

Preferred Qualifications:
  • Experience with federal grants, matching/reserve/MOE requirements, and Uniform guidance
  • Performing duties similar to those assigned to the position as a classified State of Colorado employee.
Competencies:
  • Financial department processes: Familiarity with the different processes, duties, jargon, role in an organization, and other specificities of the financial department within an organization. Understanding of financial statements, investments, disclosing policies, etc.
  • Accounting techniques: Experience with the techniques of recording and summarizing business and financial transactions and analyzing, verifying, and reporting the results.
  • Critical Thinking: Using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
  • Judgment and Decision Making: Considering the relative costs and benefits of potential actions to choose the most appropriate one.
  • The Governmental Accounting Standards Board (Generally Accepted Accounting Principles).
  • The Office of the State Controller (Colorado State Fiscal Rules, Fiscal Procedures Manual, Procurement Rules, Accounts Receivable Collection Rules, CORE Policies and Procedures, etc.).
  • Federal rules and regulations related to the administration of Federal grants, up to and including knowledge of the Federal Uniform Guidance.
  • Successful individual in this position will also have knowledge of the Legislature and/or Governor’s Office (Long Bill appropriations, Executive Orders, Colorado Revised Statutes), and CDLE specific policies and initiatives

While a salary range is posted for this position, an eventual salary offer is determined by a comprehensive salary analysis, which considers multiple factors including but not limited to education and experience compared to others in the organization doing substantially similar work.
