About the Position
All duties shall be performed in accordance with Public Law 91-646 Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 as amended; Code of Federal Regulations (CFR) Title 49 Part 24 - government-wide single rule for the Implementation of the Uniform Act; CFR Title 23 Parts 710-713 FHWA ROW Regulations; Colorado Revised Statutes (CRS) Title 36 - Eminent Domain; CRS Title 43 Highways; applicable Colorado case law; FHWA Project Development Guide; CDOT ROW Program Manual; Office of Attorney General Opinions; Uniform Appraisal Standards for Federal Land Acquisitions (Yellowbook); Uniform Standards of Professional Appraisal Practice and Ethics (USPAP) as published by the Appraisal Foundation; CDOT Policy and Procedural Directives; and all other applicable rules, regulations, and standards.
Your duties and responsibilities will include, but are not limited to, the following:
- Provide independent services for appraisals and appraisal waivers to estimate the fair market value (FMV) for every category of property, including properties to be acquired under exercise of the power of eminent domain.
- Initiate and complete contracts with third party appraisers for the preparation of appraisal reports and/or appraisal review services.
- Review appraisals prepared by others, writing appraisal review reports, and preparing FMV recommendations to establish an official opinion of value for both CDOT projects, projects implemented by other governmental agencies, and property management functions such as leases and disposals.
- Attend project and team meetings to assist with the planning and implementation of project development, scheduling, and delivery.
- Coordinate valuation matters on complex appraisal assignments with engineering, survey/plans, acquisition, and, as necessary, the Attorney General’s office to resolve such issues.
- Provide litigation support in eminent domain cases, condemnation court proceedings and formal hearings, and testify as an expert witness in valuation matters.
- Assist the Right-of-Way Manager with preparation of Chief Engineer’s Cost Estimates.
- Evaluate excess parcels, remainder parcels and general ledger properties for lease, exchange or disposal.
- Other job duties as assigned.
Work Environment:
- Your schedule will primarily be 8:00 am – 5:00 pm work hours, Monday-Friday, but we are flexible to meet your work/life balance needs while ensuring CDOT business needs are met.
- Position will be full-time in the office to start. Once the supervisor is comfortable that you are familiar with the job expectations, a hybrid schedule with 3 days in the office/2 days remote can be discussed.
- Approximately 10% spent in the field, 90% spent in the office
- Travel required throughout northeastern Colorado for project meetings, field inspections, and training, including the requirement for overnight travel.
- Required to operate CDOT vehicles
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
- Current, valid licensure as a Certified General Appraiser from the Colorado Real Estate Appraiser Program.
AND
- At least one year of professional experience in complex real estate appraisal, which included experience in preparing and reviewing eminent domain appraisals.
Substitution:
- Appropriate relevant education beyond the licensure requirement may substitute for the required experience on a year-for-year basis. If using education to qualify, you must submit a transcript with your application.
