Description of Job

About the Work Unit
Colorado State Patrol has established, through the funding of the Colorado Auto Theft Prevention Authority (CATPA), the Auto Theft Intelligence Coordination Center (ATICC). The Colorado State Patrol resides within the Colorado Department of Public Safety and is responsible for ensuring a safe and secure environment for all persons through professional law enforcement services to safeguard life and property of Coloradans. The ATICC is housed within the CATPA Metropolitan Auto Theft Task Force (CMATT). The CMATT supports all metro area auto theft initiatives to include secondary crimes. The ATICC manages the ALPR platforms utilized by CSP and external partner agencies.

The ATICC is a business unit that supports the operations of the Beat Auto Theft Through Law Enforcement (BATTLE) and CMATT. The ATICC serves federal, state, and local partners through tactical, strategic, administrative, investigative, and operational intelligence related to motor vehicle and motor vehicle-related crimes to command and line-level personnel within CSP and individuals with outside partners. This unit performs analysis of motor vehicle crime-related trends and patterns and long-term strategic analysis of motor vehicle-related crime. Problem identification and intelligence-led policing are at the cornerstone of the unit’s roles and responsibilities.

About the Job
The position accesses and analyzes information gathered from databases and shared by local, state, Tribal, federal and private sector partners to develop finished intelligence reports that are provided to federal, state, and local public safety entities. The position utilizes an array of software applications to extract data, analyze, and report findings to further an investigation, and for criminal prosecution. The position may testify in court proceedings for their role in investigations. The position creates and guides other analysts in creating intelligence products that address a broad spectrum of issues related to auto theft in a clear, concise, and logical manner. This position has knowledge unique to auto theft intelligence gathering, analysis, and reporting that provides technical and expert guidance to assist leadership with decision-making efforts within the ATICC. The skills and knowledge of this position includes: a thorough understanding of the CATPA grant process; the role, boundaries, and other factors of the Colorado State Patrol that impact the program; and the knowledge of ATICC, CMATT, CATPA, and CSP operations to provide technical and physical support for the development of the business unit’s policies, procedures and guidelines that is acceptable to CATPA, CSP, and the CMATT. The position utilizes the intelligence cycle, answering key intelligence questions through analytical judgements, substantiation, and implications for high level command and the auto theft intelligence community. This position may be requested to brief auto theft partners, command staff, or other high ranking officials. This position should also be familiar with current local or national auto theft programmatic philosophies and trends to advise leadership on the importance and short-comings of evolving resources, modifications, advancements, or electronic tools in the gathering, analysis or reporting of auto theft data to internal and external partners.

Key Responsibilities

Criminal Intelligence Analysis
This position evaluates, interprets and analyzes criminal intelligence information related to criminal activity, which includes applying the principles and theories relating to criminal intelligence analysis and investigations. Develops and publishes intelligence products to local, state and federal agencies on motor vehicle crimes. Provides information on and identifies possible suspects, their whereabouts and criminal activity to investigators, and other law enforcement personnel on a local, state or federal level. Interpret policy pertaining to criminal intelligence and ensure policies are not violated. Compiles, compares, evaluates, and synthesizes data into intelligence products to assist in the development of operational, tactical and strategic actions and or planning. Researches, collects, interprets, and evaluates investigative reports related to criminal/intelligence gathering for the Colorado State Patrol, federal, state, and local law enforcement agencies.

Interprets and advises law enforcement personnel on local, state and federal levels in the assessment and appropriate disposition of criminal activity, arrest, intelligence and fugitive reports. Utilizes all criminal databases to include but not limited to: TransUnion Database (TLOxp), El Paso Intelligence Center (EPIC), Consolidated Lead Evaluation and Reporting (CLEAR), Whooster, ARCGIS, NightHawk, CellHawk, Cellebrite, Nueology, ELSAG, Vigilant, and Flock automated licenses plate readers (ALPR) systems, Lumen, CCIC/NCIC, Open Source Center (OSC), ORILE (Offender Release Information to Law Enforcement), Insurance Service Office (ISO Claims), Regional Information Sharing Systems (RISS), Leads On-line (LEADS), National Highway Traffic Safety Administration (NHTSA) database, Colorado Organized Gangs (COG), Auto Theft Crime Tracker (ACT), Auto Theft Intelligence Coordination Center Database Repository (ATICC) , and other databases dependent on the variables given.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

MINIMUM QUALIFICATIONS
A combination of related education and/or relevant full-time professional experience in crime and/or intelligence analysis equal to six (6) years

OR

Bachelor's degree from an accredited institution in criminal justice, computer science, criminology, statistics, business, GIS or other related field AND two years of professional experience in crime and/or intelligence analysis.

PREFERRED QUALIFICATIONS
This position requires passing the Department of Public Safety background check, CIAC intelligence clearance approval and U.S. Department of Homeland Security Secret Clearance.
  • Forensic experience platforms such as Cellebrite, Nighthawk, BERLA.
  • Automated License Plate Reader knowledge.
  • Experience in research methodology and statistics in a law enforcement capacity.
  • Fluency with relational databases and spreadsheet applications.
  • Experience with Computer Aided Dispatch (CAD), records management systems, and analytical reporting software .
  • Dispatching experience including radio communication.
  • Intermediate knowledge utilizing Colorado Crime Information Center (CCIC) and National Crime Information Center (NCIC) databases.

WORK ENVIRONMENT
  • Primary work will be in the office, with a potential for a flexible work arrangement with a combination of in-office workdays and remote work.

CONDITIONS OF EMPLOYMENT
  • Must be a Colorado resident at the time of application.
  • Must have a valid Colorado Driver's license. This position is required to travel locally and statewide for meetings, operations, instructing trainings and attending trainings.
  • Requires successful completion of a background investigation that includes a polygraph exam, a fingerprint based criminal history search and drug testing.
