Description of Job
The Delivery Tax Team within ISD is seeking an individual to work collaboratively as the go between among the customer/business unit and the development team. You will use your interpersonal skills to obtain development requirements and your technical skills to work with developers on how solutions will work while ensuring customers needs are met.
As a Business Analyst, you will partner with members of the vendor development team and the Office of Information Technology (OIT) to design and implement changes to the platforms and solutions that meet the needs of CDOR and their stakeholders. The successful candidate will be able to research, analyze and use resources to solve complex requirements, while working independently. Primary Duties:
- Ensures that only items outlined as an issue description are included in the development work and limit scope creep.
- Documents requirements by deciding what questions to ask and the appropriate follow-up.
- Determines the best tools to use for a given situation and a given client base.
- Identifies, validates, and implements changes to improve process efficiency and effectiveness.
- Creates and implements management plans for assigned projects, with attention to transparent communication at all levels.
- Produces reports, timelines, and graphics to communicate expectations and progress to leadership, customers, and other relevant parties.
Create and implement work plans
- Determines the appropriate stakeholders and works with them to ascertain the complete list of backlog items for projects.
- Works with the stakeholders to prioritize the backlog, accounting for any dependencies and provides updates to stakeholders on the progress of the development activities and ensures that the project satisfies timelines.
Perform, evaluate, and communicate thorough quality assurance
- Reviews documented requirements and determines steps to test new code accurately.
- Gathers information from customers on current business processes and choose how to replicate necessary outcomes.
- Reviews reported issues and decides if the problem is a defect or a training issue.
Customer relationship management
- Serves as the primary point of contact assigned projects.
- Responds to customer inquiries and determines the best manner to promote customer service and transparency.
- In collaboration, recommends potential solutions and documentation required by best practices.

Preferred Qualifications:
- Current or prior state experience as a business analyst.
- Current or previous experience at a state government agency with accounting, tax accounting or GenTax.
- Additional years of experience with functional testing and facilitating user acceptance testing
- Documenting user stories/ business requirements
- Developing testing scripts (manual and/or automated)
- Facilitating User Acceptance Testing experience working in an Agile/ Scrum environment.
- Experience supporting an existing software solution, including completing version upgrades.
- Proven ability to work as a team and accept supervision.
- Proven success organizing and tracking workload.
- Certification(s) International Institute of Business Analysis.
- Experience with facilitating meetings with stakeholders
- Experience using Google Suite
Conditions of Employment with the CDOR:
As a condition of employment with the CDOR, all personnel must file all necessary Colorado Individual Income Tax (CIIT) returns and pay tax obligations, therefore all employees must undergo a pre-employment evaluation of their tax records/accounts to ensure compliance with this policy. Final candidates must also complete a successful background investigation and reference check prior to appointment. Certain positions based on duties may require scheduled background investigations.
