What we do:
A typical day of a Compliance Investigator III:
Serves as the supervisor of the Compliance Investigations section, overseeing compliance and licensing activities of the Sports Betting Unit Compliance Investigative staff. This position determines staffing priorities based upon number of compliance invetigations and licensing actvities, holiday/PTO/flex schedules, and seasonality. This position schedules, leads, and attends meetings with the unit; other sections within the Division; industry members; and determines which meetings staff members will attend. This position supervises Compliance Investigator (II) positions, including the review and approval of work product, provides guidance, coaching and mentoring to direct reports to support their performance and growth, coordinates with other units to support division operations, and performs other duties as assigned. This position plans and conducts investigations of alleged violations of Sports Betting statutes and regulations and determines if referral for administrative/disciplinary action is warranted. This position provides guidance to compliance investigators in investigations and on Reports of Investigation and other disciplinary actions regarding licensees. This position manages responses to internal and external stakeholders.
Primary Duties:
- Serves as the unit manager for the Sports Betting Compliance Unit. Directly supervises Compliance Investigator II staff; schedules work, makes task and investigation assignments, schedules leave and other time off, reviews and approves time sheets, reviews and corrects work, conducts performance plans and appraisals; assigns, reviews and approves training requests.
- Reviews, writes and assists in writing the Division's, Unit's and Section's policies and procedures.
- This position is a supervisory position, and typical problems associated with a supervisor would range from fielding complaints against a staff member, to conducting an internal investigation and initiating a corrective action.
REGULATORY/COMPLIANCE INVESTIGATIONS
- Oversees and develops investigative schedules for direct reports. Monitors ongoing investigations to ensure tasks are completed in a timely manner.
- Assists subordinates with inspections of regulated sports betting businesses, monitoring for compliance with Colorado Statutes and Regulations. This position assists with investigations by responding to complaints, conducting interviews of witnesses and prepares detailed written Reports of Investigation.
- Negotiates with sports betting licensees and management regarding corrective action plans and administrative actions. Promotes positive relationships with licensees throughout the compliance process, and resolves conflicts with licensees, or directs them to the appropriate higher authority. Communicates investigative results (findings, recommendations, etc.) to the Program Manager, Deputy Director, Division Director, and casino owners/management.
LICENSING INVESTIGATIONS
- Position independently plans, coordinates, directs, tracks, supervises subordinate employees who perform these duties.
- Plans, coordinates and conducts complex investigations involving multi-jurisdictional and multi-national entities.
- Responsible for the management and day-to-day operations of the Licensing Compliance Investigator. The position provides direction, guidance and responds to questions from supervisors and compliance investigators, addressing problem areas on a daily basis.

Special Qualifications:
- Applicants must successfully pass a background investigation and a tax check prior to appointment to positions in the Gaming Division.
Preferred Qualifications:
- Additional years of state compliance experience in a regulatory environment.
- Preferred applicants will possess more than the required minimum experience in professional investigative and/or compliance experience in a regulatory environment.
- Preferred knowledge in sports management/rules and regulations.
- Outstanding candidates will have recent experience with: investigations involving financial fraud, enforcement,interpreting and applying statutes, and researching databases.
- Experience supervising staff.
- Proficiency in the Microsoft Office Suite.
- Proficiency in the Google Suite.Excellent oral and written communication and interpersonal skills.
- Knowledge of sports betting terminology and sports rules and regulations.
- Software development and/or change management experience.
Conditions of Employment with the CDOR:
As a condition of employment with the CDOR, all personnel must file all necessary Colorado Individual Income Tax (CIIT) returns and pay tax obligations, therefore all employees must undergo a pre-employment evaluation of their tax records/accounts to ensure compliance with this policy. Final candidates must also complete a successful background investigation and reference check prior to appointment. Certain positions based on duties may require scheduled background investigations.
