Description of Job
About the Work Unit
The Construction Engineering Services Branch, Cost Estimating Services Unit produces the final cost estimates for statewide transportation construction projects; advises the Chief Engineer to award or reject contractors bids for construction projects and provide estimation support services as needed by the Chief Engineer and the five transportation regions.
About the Position
This position exists to provide technical expertise with databases, reports, IT, economics, statistics, system maintenance, and market analysis. Review Project Plans and Specs, use AASHTOWare along with the Item Search program, bid data from projects of similar scope and proximity to producing a preliminary estimate. Maintains and produces reports and publications related to cost estimating.
Major duties and responsibilities include, but are not limited to:
- Prepare the quarterly Construction Cost Index which includes: evaluating data, verifying historical data, and performing calculations to determine the index;
- Determine if calculations are sufficient and need follow up;
- Provide guidance and recommendations for the Construction Cost Index;
- Use software databases to determine and enter estimated item prices and bid item totals to produce cost estimates;
- Use various statistics to determine, correct, and analyze estimates;
- Analyze market conditions to provide estimates and recommendations;
- Prepare preliminary engineering estimates with varying degrees of complexity;
- Evaluate results to measure and determine improvements;
- Prepare procedures to test and verify software;
- Prepare monthly briefings on overall cost estimating services and performance;
- Serve as a technical expert in the Unit, developing and implementing effective approaches to cost estimation;
- Interact with customers and present the Unit’s work to a wide variety of audiences;
- Work with various stakeholders;
- Other job duties as assigned.
Work Environment:
- Primarily 8:00 AM – 5:00 PM work hours, Monday-Friday (flexible schedules may be available)
- Occasional overnight travel to attend meetings and conferences
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Experience Only
- Four years experience with geographic information systems, computer science, data science, mathematics, statistics, civil engineering, transportation planning, or another field of study closely related to the job duties
AND
At least three years of full-time professional work experience with a primary focus on analyzing data or cost estimation
Education and Experience:
- A combination of relevant education and experience equal to at least 7 years.
- Education from an accredited college or university with coursework in geographic information systems, computer science, data science, mathematics, statistics, civil engineering, transportation planning or another field of study related to the duties of this position will be considered
- Experience with a primary focus on analyzing data or cost estimation

- Demonstrated success with the duties listed in the Description of the Job section;

- Years of State service experience related to the duties of this position;;
- Experience as a program or project manager;
- Comprehensive knowledge of theories, principles, and best practices of data analysis;
- Experience in data management, analysis, cleaning, and reporting in relational databases;
- Ability to and experience in analyzing and interpreting data;
- Proven ability to manage multiple assignments, priorities, and projects in a demanding environment;
- Ability to work under tight deadlines and be adaptable to changing assignments;
- Ability to take initiative to solve problems in an innovative manner;

- Strong ability to clearly present technical information in oral, written, and graphic forms;
- Strong attention to technical detail and accuracy;

- Fluency in Microsoft Office Suite (Word, Excel, Access), Gmail, Google Applications, SAP, and the ability to quickly learn other software systems.
