We are onboarding new employees using a hybrid approach. The Department supports flexible work arrangements. Description of Job
This position is the Staff Authority and lead for county improvement by managing county Improvement Action and Corrective Action Plans and through ongoing Medical Assistance Performance (MAP) Dashboard monitoring, which are the Department’s programs to ensure county sites are meeting set metrics and maintaining a high quality of work for our members.
Typical duties include, but are not limited to:
- Utilizing continuous improvement methods and tools like Lean and Performance Measurement Process (PUMP) to direct County leadership towards improving County Performance. Using data from MAP dashboard, surveys, assessments, workshops, and other sources to assess stakeholder needs and priorities
- Analyzing information to identify opportunities for performance improvement opportunities using MAP improvement and corrective action plans. Directing leadership in monitoring and control planning
- Facilitating MAP process improvement workshops and presentations and providing technical assistance. Creating a MAP community of practice for Counties to share best practices and improve processes
- Providing operational direction for the Eligibility Division. Participating in Eligibility projects and initiatives and in the development and implementation of business processes and standards to ensure MOO’s Eligibility Division and project/initiative goals and objectives are achieved
- Identifying desired outcomes and performance metrics for Eligibility projects and initiatives
- Assisting with other projects as assigned by the Executive Director, Office Director, Partner Relations and Administration and/or Eligibility Division Director or Deputy Division Director, County Administration Programs Section Manager or Eligibility Operations Manager
- Performing other duties as assigned

Education and Experience:
Bachelor's degree in Project Management, Quality Management, Operations Research, Business Administration, Sociology, Social Work, Psychology, or in a field of study related to the work assignment (an unrelated degree will count for 2 years of experience); AND three (3) years relevant experience in an occupation related to the work assigned to this position
Appropriate education will substitute for the required experience on a year-for-year basis. Relevant education will be calculated as the following:
- An associate will count as two years of experience
- A bachelors will count as four years of experience
- A masters degree will count for six years of experience
A doctorate or juris doctorate degree will count for seven years of experience
- Prior state experience related to the duties of this position
- Experience working in a government job related to improving human services and performance
- A certification in Lean or Lean Six Sigma, with at least a Green Belt (preferred Black Belt).
- Experience with the Colorado Benefits Management System (CBMS), including inquiry and research work within the system.
CONDITIONS OF EMPLOYMENT:
- All positions at HCPF are security sensitive positions and require that the individuals undergo a criminal record background check as a condition of employment.
