Description of Job

The Work Unit

The Prevention Services Division’s (PSD) mission is to promote healthy lifestyles, prevent disease and injuries, and promote access to health care for Coloradans. PSD works with public and private partners across Colorado to improve the health of all Coloradans. Division professionals develop, review, implement and evaluate public health interventions that promote healthy living, prevent chronic disease, protect against injury and ensure access to health care and opportunities for a healthy lifestyle.


The Violence and Injury Prevention – Mental Health Promotion (VIP-MHP) Branch
exists to coordinate state and local
efforts toward mental health promotion, substance abuse prevention, and the prevention of death and disability in
Colorado due to unintentional and intentional injuries through health policy, legislation, public awareness and
education, training, assessments, and intervention programs.

We are aware that many kinds of injury and violence share the same systemic causes: poverty and economic instability;
lack of substance use treatment and mental health services; social norms related to violence; and a lack of social
connectedness that affects us all and leaves too many youth unconnected or unsafe at school. As we seek to address
these crucial issues, we commit to being responsive to the reality that structural racism intensifies each of them. The
VIP-MHP Branch recognizes that racism is a public health crisis and is committed to improving racial and other forms
of equity through all of its programs.

These systemic injustices and additional risk and protective factors are shared across many of the outcomes we
address. Our work continues until all Coloradans have the opportunity to live and have healthy lives, in a way that
celebrates intersectional identities including race, ethnicity, gender identity, sexual orientation, education level,
age, language, religion, ability, and geographic location. Collectively we all can work to achieve this goal by
improving racial justice and other forms of equity through all of our programs and practices.


The Position

This position is being created to serve as Grant Prioritization Program Manager, a required role according to the Grant Prioritization Task Force Grant HB 23-1223 and is the Colorado Department of Public Health and Environment’s staff authority over the Grant Prioritization Task Force as outlined in C.R.S. §25-1-137 (HB23-1223). This position supports all facets of the task force, from implementing bylaws and norms, ensuring appointments are made, The staff authority duties include drafting reports on the activities of the Grant Prioritization Task Force, making recommendations to PSD Leadership and the CDPHE Central Procurement Office regarding potential changes to the processes the division and department use for procurements for grants designed to reduce youth delinquency, suicide, and violence.

This position drafts grant application standard operating process documentation, application forms, and resources for applicants, and initial accreditation (which includes the Pre-Application, Application, Documentation Selection/Submission) and makes recommendations to PSD and CDPHE leadership regarding these processes and forms. The position creates agendas and facilitates the Grant Prioritization Task Force, to support members of the task force to identify alignment for grants designed to reduce youth delinquency, violence, and suicide. The task force is comprised of leaders from the Behavioral Health Administration, Department of Early Childhood, Department of Education, Department of Human Services, Department of Public Safety, and other agencies and meets monthly to data findings and initiatives addressing substance misuse and youth violence, suicide, and delinquency findings. Based on the recommendations of the task force to achieve the maximum impact on reducing youth violence, suicide, and delinquency risk factors in priority communities, this position makes recommendations to PSD and CDPHE leadership, and other divisions regarding opportunities for action, such as pooling agency resources, and standardizing grant processes. This position is responsible for keeping division and senior leadership teams aware of the work in order to support the recommendations in changes to CDPHE grant programs. This position is responsible for drafting language for review by the CDPHE Director of Legislative Affairs, to update the legislature (through the annual SMART Act) on the activities of the task force.

The position has expert level knowledge on desired task force goals, operationalizing data findings and implementing
strategic plans. PSD leadership relies on consultation with this position in order to make recommendations for
programs addressing critical youth violence, suicide, and delinquency risk factors, in alignment with the
recommendations of the Grant Prioritization Task Force. This position uses knowledge of multiple statewide
prevention projects to stay informed about developments in the field of prevention at a national, state and local
level. This position determines how to improve and provide technical knowledge in evidence-based practices for
service delivery as well as fidelity to evidence-based models and makes recommendations to PSD programs to do
so.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

An applicant may meet the minimum qualifications for this job in one of two ways: They may qualify through their work experience alone or through a combination of education and work experience.

Experience Only: Seven (7) years of relevant experience in project management, public administration, or an occupation related to the work assigned to this position.
OR
Education and Experience: A combination of related education, graduation from an accredited college or university in any degree or closely-related field AND relevant experience in project management, public administration or an occupation related to the work assigned to this position equivalent to seven (7) years.

Preferred Qualifications and Essential Competencies
The preferred experience, competencies and abilities are highly desirable for this position and will be considered in selecting the successful candidate:

  • Experience in collaboration by taking action to build strategic relationships among different groups, sectors, and organizations to help achieve intended outcomes that address the broader policies, practices, and community-wide systems that can positively influence a community.
  • Interpersonal and Conflict Management Skills- Displays understanding, courtesy, tact, empathy and concern; develops and maintains effective relationships; deals skillfully with people who are difficult, hostile or distressed; effectively manages and resolves conflicts, confrontations and disagreements in a positive and constructive way; does not avoid conflict when it can produce better solutions.
  • Excellent communication skills, including the ability to convey complex terminology and concepts in clear, accessible verbal and written language, tailoring messages for diverse audiences, and delivering/facilitating presentations that promote productive group discussions.
  • Proven experience in project administration and management, including resource allocation and relationship management.
  • Experience with grant management, procurement, and contracting
  • Knowledge of tools and methods for assessing the effectiveness and impact of community collaborations.
  • Demonstrated commitment to strong ethical standards, including integrity, transparency, and accountability in all actions and decisions, ensuring trust and credibility in both internal and external interactions.
  • Deep understanding of and respect for diverse cultural, linguistic, and social backgrounds, ensuring that partnerships are inclusive and power distribution equitable, and addressing the needs and values of community and government entities.
