Description of Job

The Colorado Division of Banking protects the public interest and preserves public trust in the Colorado banking industry by regulating the business of state-chartered commercial banks and trust companies, state-licensed money transmitters, and by enforcing the Public Deposit Protection Act (PDPA).


This position serves as the State Bank Commissioner and the Division Director for the Division of Banking. The Division of Banking is responsible for the regulation of state chartered commercial banks, trust companies and money transmitters. Additionally, the Division is responsible for the enforcement of the Public Deposit Protection Act to protect public entity deposits held by state and national banks. The Division embraces the Department’s mission of consumer protection and works to protect public interests, and preserve public confidence and trust in the Colorado banking industry.

Specific duties include, but are not limited to:
  • Providing oversight, leadership and planning for the day-to-day operations of the Division, including all examinations and enforcement functions, subject to the policy-making and rule-making authority of the Banking Board.
  • Develop and maintain effective and productive working relationships with the Division’s federal counterparts, legislators and Department personnel, and industry stakeholders.
  • Managing and directing a division of approximately 45 full-time-employees (FTE), with responsibility for the development, revision and implementation of appropriate staffing plans, including ensuring that fiscal and personnel resources are utilized efficiently to maximize productivity and performance, and that the Division retains and fosters a competent employee workforce.
  • Serving as the appointing authority for the Division with responsibility over the pay, status, and tenure of all Division staff; manages performance expectations and objectives of Division staff, including through subordinate supervisors and managers; resolves informal and formal disputes and grievances and provides oversight for progressive discipline processes including corrective and disciplinary actions. Evaluate, assess, plan and implement organizational changes or restructuring as determined necessary from time to time, as approved and in compliance with Human Resources.
  • Works under the direction and guidance of the department/EDO leadership to ensure division compliance with state and department administrative policies, procedures, guidelines, as well as the implementation of key department-wide initiatives.
  • Implementing and communicating to internal and external stakeholders policy initiatives, programs, and activities in compliance with statutory provisions.
  • Providing leadership to the Division and Department for the development of strategic goals, performance planning objectives and outcomes for the Division and respective programs and functions.
  • Representing the Division through public speaking, media releases, and conducting comprehensive consumer and industry outreach efforts.
  • As a member of the executive staff for the Department, active participation in the overall strategic goal planning and measurement for the Department, including participation in agency projects and reviews, inter-division/agency working groups, and special projects.
  • Providing vision and leadership with respect to effective, supportive and appropriate regulatory policies for state chartered banks, consistent with, and giving due regards to, the principles of a vibrant and strong dual banking system.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

MINIMUM QUALIFICATIONS (MQs):
There are two ways to qualify for this position: 1) Experience OR 2) A Combination of Education and Experience

Option 1: Experience
  • Ten (10) years of professional,* executive, senior, or high-level management experience in the domestic commercial banking industry. This experience must include the following:
    • Managing a large multiple level organization through subordinate level managers, including direct, formal management/supervision of professional level staff;
    • Professional public or business administration which included establishing organizational structures, developing strategic plans, budget development and control, setting goals and objectives to achieve program results and fostering a team environment; and
    • Program management and regulatory policy experience.
  • Of the ten (10) years, two (2) of which must have included experience with public or business administration, establishing goals and objectives, as well as developing and managing a budget to achieve program goals and objectives.

Option 2: A Combination of Education AND Experience
  • Associate’s Degree and Experience: Graduation from an accredited college or university with an associate’s degree in accounting, business administration, economics, finance, management, or a field of study related to the work assignment; AND
  • Eight (8) years of professional,* executive, senior, or high-level management experience in the domestic commercial banking industry. This experience must include the following:
    • Managing a large multiple level organization through subordinate level managers, including direct, formal management/supervision of professional level staff;
    • Professional public or business administration which included establishing organizational structures, developing strategic plans, budget development and control, setting goals and objectives to achieve program results and fostering a team environment; and
    • Program management and regulatory policy experience.
  • Of the eight (8) years, two (2) of which must have included experience with public or business administration, establishing goals and objectives, as well as developing and managing a budget to achieve program goals and objectives.

OR

  • Bachelor’s Degree and Experience:
    Graduation from an accredited college or university with a bachelor's degree in accounting, business administration, economics, finance, management or closely related field; AND
  • Six (6) years of professional,* executive, senior, or high-level management experience in the domestic commercial banking industry. This experience must include the following:
    • Managing a large multiple level organization through subordinate level managers, including direct, formal management/supervision of professional level staff;
    • Professional public or business administration which included establishing organizational structures, developing strategic plans, budget development and control, setting goals and objectives to achieve program results and fostering a team environment; and
    • Program management and regulatory policy experience.
  • Of the six (6) years, two (2) of which must have included experience with public or business administration, establishing goals and objectives, as well as developing and managing a budget to achieve program goals and objectives.

SUBSTITUTION
: Partial credit toward the degree requirement will be given for completed college/university coursework that did not result in a degree. A master's or doctorate degree from an accredited college or university in a field of study related to the work assignment will substitute for the bachelor's degree requirement.

  • Professional work involves exercising discretion, analytical skill, judgment, and personal accountability and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is: uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods.

REQUIRED COMPETENCIES:

  • Ability to structure, assess and implement cost effective strategies to create a regulatory environment that does not stifle economic development and is cognizant of the needs of a broad customer base, while ensuring the essential safety and soundness of the State’s financial institutions.

  • Proven experience in budget, financial and contract management.
  • Proven experience managing a staff with diverse professional experience and qualifications.
  • Proven experience in policy analysis, development and implementation.
  • Ability to effectively represent the Division at various events and meetings, including but not limited to those with the Governor’s Office, legislature, and key stakeholder groups.
  • Demonstrated ability to develop and implement state-wide and/or regional initiatives.
  • Excellent analytical and problem-solving skills, with the ability to quickly assess complex situations and develop effective solutions.
  • Excellent interpersonal, verbal and written communication and public speaking skills
  • Ability to problem solve and execute decisions.
  • Excellent leadership, supervisory and team building skills including enhancing employee motivation and morale.
  • Ability to work adeptly in a complex political environment.
  • Excellent negotiation and consensus building skills.
  • Extensive management and leadership ability, including organizational assessment and restructuring; staff recruitment, selection and supervision; budgeting and resource allocation; public speaking and presentation; negotiation of complex issues; ability to develop positive working relationships with elected officials and; development and implementation of multi-dimensional public policy positions.
  • Integrity and high ethical standards, including a record and reputation for excellent character and sound decision making.
  • Dependability and Reliability: Regular and consistent work attendance is pivotal, as this position serves a critical role in the business of the department
  • Ability to maintain confidentiality, and the ability to manage confidential and sensitive information
  • Professional Demeanor.
  • Proficiency in the use of PC software applications including Microsoft Office (Word, Excel, Outlook) and in the use of databases.
  • Proficiency in the use of Google drive and Google applications, including Docs, Sheets, Calendar)
