About the Work Unit
The purpose of the Alternative Delivery Program (ADP) is to support the Colorado Department of Transportation Regions with their alternative delivery projects.
The ADP Provides
This position is responsible as the Alternative Delivery Program Manager (ADPM) in developing and delivering a high level of customer support to the Regions that use Alternative Delivery methods to deliver their engineering projects, or programs. This position will ensure that the purpose of the program is implemented to the benefit of the Colorado Department of Transportation, and to the taxpayers of Colorado. As the lead of CDOT’s Alternative Delivery Program this position will provide consultation and advisement for all Department Staff (Regional Staff and HQ Staff) on the selection and implementation of Innovative Contracting solutions, for project delivery.

About the Work Unit
The purpose of the Alternative Delivery Program (ADP) is to support the Colorado Department of Transportation Regions with their alternative delivery projects.

- A uniform vision in the application of all alternative delivery technologies, while ensuring compliance with all state and federal laws.
- Explore and research new and potential delivery methods that will assist the regions in delivering their project portfolio.
- Provide consultation, coaching, guidance, and support to the regions in selecting, developing, and delivering projects using alternative delivery methods.
- Subject matter expertise in consultation with the regions to aid decision-making and ensure application of best practice.
- Representation of the department amongst its peers nationally, and internationally both public and private, in the exchange of technologies, research and best practice.
- Provide approval, consultation, coaching, guidance, and support to local agencies that are pursuing the use of alternative delivery methods on projects that include federal funding.

Major duties and responsibilities include, but are not limited to:
- Determine Design-Build, Progressive Design-Build and Construction Manager/General Contractor (CM/GC) program and project contract structure (scope, goals, risks) in conformance with applicable Federal regulations, State legislation, and utilizing engineering experience and judgment.
- Research, document, develop, refine, support, maintain, and present Innovative Program Delivery techniques for use in Design-Bid-Build, Design-Build, Progressive Design-Build and CM/GC contracting.
- Develop, maintain, and publish (web-based) the CDOT's Design-Build, Progressive Design-Build and CM/GC Manual and Innovative contracting guidelines (Design-Bid-Build.)
- Recommend allocation of fiscal and human resources to Alternative Contracting projects.
- Formulate courses of action due to unforeseen increases or decreases of funding to ensure effective and efficient delivery of programs and projects.
- Identify staffing needs to adequately develop, implement, and support Design-Build programs and projects.
- Coordinate Innovative Contracting strategies with the Colorado Transportation Investment Office (CTIO) and its public-private partnerships and innovative financing functions; interface with HPTE on contract development and projects that may contemplate alternative delivery and innovative financing.
- Provide program/project delivery support, including technical engineering support and instruction to CDOT staff for the delivery and implementation of Innovative Contracting contracts. This includes the planning stages (NEPA) as well as the contract preparation phase, including: project conceptual design phase, letters of interest, request for qualifications phase, evaluation of qualifications, short listing, request for proposal phase, industry review, proposal evaluation, and recommendation for award.
- Identify CDOT programs and projects that lend themselves to Innovative Contracting delivery and coordinate with managers on those programs/projects.
- Work with the CDOT Region project teams and lead them in 1) balancing project scoping, goals, risks, contract language, conceptual design elements represented in draft contract proposal requests, and final contract proposal requests: 2) determining contract structure utilized to develop and deliver Innovative Contracting projects (single phase, two phase, or modified), 3) determining the contract elements of "best value" for evaluation and recommendation of award of Innovative Contracting projects.
- Ensure CDOT-wide consistency in Innovative Contracting Requests for Proposals (RFP's) the Alternative Technical Concepts (ATC) process, evaluations and Administration of projects
- Lead Innovative Contracting Projects in the CDOT Regions through a matrixed-managed format, overseeing, managing and administering Innovative Contracting projects to assess compliance with Federal, State, and Departmental Design-build regulations
- Oversee Alternative Contract Delivery training in the CDOT Regions.
- Provide supervision and instruction to CDOT Regional Staff in the preparation, use, and support of Innovative Contracting Guidelines implemented on projects.
- Guide project teams in quantifying risks on the projects.
- Supervise, prioritize, direct and delegate the work functions and activities of the Innovative Contracting Unit, including developing performance plans, evaluating performance, and directing, guiding and/or approving all necessary training for personnel within the work unit.
- Represent the CDOT in the area of Alternative Contracting (Design-Build and CM/GC) on a National and State level with professional engineering firms, professional engineering organizations, the construction industry, Local Governments, Federal Agencies, other State Departments or Branches, and educational institutions.
- Provide engineering expertise to the Transportation Commission, Executive Director, Chief Engineer, Deputy Chief Engineer and Regions for the purposes of complying with State and Federal requirements in the approval and use of Design-Build contracting.
- Present educational and informational meetings to the public, project stakeholders, and CDOT staff in the effective and efficient contracting methods available for use through Design-Bid-Build, Design-Build, Progressive Design-Build and CM/GC contracting.
- Other duties as assigned.
- Primarily 8:00 AM – 5:00 PM work hours, Monday-Friday with the opportunity for a flexible schedule
- Travel to attend PE III Committee meeting in person at rotating regional sites
