The Department of Local Affairs (DOLA) serves as the primary interface between the State and local communities. The Department provides financial support to local communities and professional and technical services (including training and technical assistance) to community leaders in the areas of governance, housing, and property tax administration. Description Of Job

The Division of Housing (DOH) partners with local communities to create housing opportunities for Coloradans who face the greatest challenges to accessing affordable, safe and secure homes. Working with the State Housing Board, DOH supports projects ranging from homelessness prevention to homeownership. DOH’s work includes:

  • Increasing and preserving Colorado’s inventory of affordable housing
  • Managing rental assistance vouchers
  • Creating and supporting collaborative approaches to end homelessness
  • Regulating Mobile Home Parks and the construction and installation of factory-built structures

The Operations section provides fiscal, contracting and data and analysis support to the division to meet the above stated mission of DOH. The Associate Operations Director supervises the Data Management Team and Analysis and Research Team while supporting other DOH teams to include the Contracts and Budget Team.

The primary duties and responsibilities of this position include, but are not limited to:

  • Manage two units through direct supervision of the Data Management Unit and Analysis & Research Unit supervisors. The Data Management Unit develops and manages various data systems, formulating techniques and processes to collect, analyze, organize, and store data with a focus on data integrity, legitimacy, security, and confidentiality. The Analysis & Research Unit interprets data and establishes reports and guidelines for extracting data and sharing with management and stakeholders, along with data dashboard development.
  • Guide and mentor unit staff to implement improvements and ensure that their operations are efficient, timely and effective. Determine how to implement new/revised policies, guidelines, and processes.
  • Supervise units to monitor work plans, coach staff, approve or deny leave requests, evaluate performance, address performance issues including recommending corrective or disciplinary action if necessary and resolving informal grievances. Position will start the hiring process, interview applicants, and recommend hire, promotion or transfer.
  • Assist Operations Director with oversight of contracting, procurement, budget, CORA requests, data sharing requests, protection of Personally Identifiable Information (PII), technology needs, remote working, and office space reconfiguration and needs.
  • Provide leadership on best practices for operations, conduct operational assessments and collaborate with DOH leadership to develop improvement plans with the goals of improving efficiency, accountability, and customer service.
  • Collaborate with DOH impacted staff to prioritize improvements and set timelines for implementation and staff training for improved effectiveness and efficiency.
  • Other duties as needed.

Minimum Qualifications

Experience Only: Ten (10) years of experience leading research, data, performance and/or program evaluation, or policy development teams.

OR

Education and Experience: A combination of related education in business management, public administration, research and statistics, computer science, information technology, data science or a closely related field (as determined by the agency) AND experience as described above equal to ten (10) years.

Preferred Qualifications

  • Experience working within the State of Colorado in IT system procurement or IT system development.
  • Experience writing narratives on analytical findings in highly visible reports
  • Experience creating graphs, charts, or other visualizations to convey the results of data analysis.
  • Experience creating interactive data dashboards such as Tableau or Microsoft PowerBI or other data visualization software
  • Intermediate to advanced knowledge of Microsoft Excel with the ability to use fairly complex functionality including logical functions, nested functions, pivot tables, lookups, and Power Pivot.
  • Familiarity with statistical scripting in R, Python, or a similar language is preferred.
