About The Department
The Colorado Child Care Assistance Program (CCCAP) is Colorado’s state-supervised, county-administered child care subsidy program primarily funded by the Federal Child Care Development Fund (CCDF) through the Child Care Development Block Grant (CCDBG). This unit is dedicated to building a childcare subsidy program that is child-focused, family-friendly, and fair to providers by providing financial assistance for low-income families who are working, searching for employment, pursuing training or higher education, or are enrolled in the Colorado Works Program and need child care services to support their efforts toward self-sufficiency. In addition, the CCCAP Unit maintains strong relationships with county and external partners to work towards increasing the accessibility of quality care to children and families across the State.
Description Of Job
What you’ll be doing:
This position serves as the work lead for two (2) Social Services Specialist III positions to ensure accuracy and compliance with regulations and requirements as outlined above, and to align with CCCAP memos, operational manuals, and training consistently based on Division standards, the regulations outlined above, and CCCAP procedures. This position uses their knowledge of the Colorado Child Care Assistance Program (CCCAP) to provide policy and procedural guidance to the CCCAP Specialists in conducting technical assistance activities that support county operations for adherence to applicable federal and state directives and applicable county policies through the new county technical assistance processes. This knowledge is used to inform training that is provided by this position through formal technical assistance methods or the development of formal training curricula.
This position supports the development and review of the work product of staff to ensure they meet expected deadlines and ensure deliverables meet quality and accuracy expectations, align with CCCAP requirements, regulations, and principles, and ensure directives to counties meet program expectations. This position evaluates the effectiveness of program approaches and provides recommendations to improve the quality of policy and technical assistance processes by continually assessing county policies and work models. This position works directly with CCCAP leadership and the CCCAP Data Specialist by providing research, analysis, and feedback in regard to operations, resources, and business processes, to maximize resources and improve overall service delivery.

- This position supports the CCCAP Policy & Eligibility Administration Supervisor in the monitoring of business processes that ensure overall compliance with the terms of county policies, applicable federal regulations, State statutes, and state program rules.
- Works with 2 SSS-IIIs to ensure they are knowledgeable and prepared for county technical assistance efforts.
- Provides support and technical assistance to 2 SSS-III’s to assist them in conducting their work with counties and clients including policies, reviews of county work processes, and case files to evaluate county compliance.
- Analyzes current and historical data to monitor compliance for Policy & Eligibility Administration, evaluates the relevance and importance of various rules, policies, systems, system programming, and procedures, adapts these to specific circumstances, and combines these in order to provide recommendations to CCCAP leadership.
- Supports the process of providing technical assistance to county departments on the administration of CCCAP.Responds to telephone, email, system support tickets, and general correspondence and provide analytical and technical assistance to county staff regarding the implementation of the CCCAP.
- Interpret CCCAP rules, regulations, and policy manuals, for the purpose of deciding the appropriate resolution of problems and behaviors requiring correction.
- Provides technical assistance and training to county staff on CCCAP components.
- This position interprets program rules and regulations to advise County Departments of Human Services on the administration of the CCCAP program.
- This position assists in conducting regular scans of local practice and provides technical assistance to County Departments of Human Services.
- This position assists in reviewing county practices and policies.
- This position identifies technical assistance needs to ensure compliance with statewide strategies.
- Supports projects which may include new initiatives, information technology projects, important goals, or collaborations with counties and families that support the alignment and coordination of CCCAP policy, and infrastructure.
- Develop strong working relationships with vendors and internal and external stakeholders whose participation and expertise are necessary to successfully plan and execute the objectives of the project.
- This position serves as a primary Subject Matter Expert (SME) for eligibility-related changes in the Child Care Automated Tracking System (CHATS).
