The primary duties of this position are located within 30 miles of the state border; therefore, this position is exempt from the residency requirements. Applications will be considered from residents and non-residents of Colorado.
The ACA Compliance Liaison III provides professional and technical application in support of the safe operations of assigned facility and correctional policies and procedures in accordance with the philosophy of the Colorado Department of Corrections (CDOC) Designs, develops and applies principles of strategic planning to ensure compliance with operational standards. Ensure compliance with all applicable laws, legal actions and orders which requires strong working relationships with partners; provides a broad range of activities including the interpretations of applications of laws, regulations, Colorado Code Penal Discipline (COPD), and American Correctional Association (ACA) standards.
This position exists to serve as the facility policy coordinator to plan, organize, and direct the facility self-inspection program to bring into compliance and monitor facility policies to ensure compliance with American Correctional Association (ACA) standards. Manages the accreditation process and monitors audits of facility operations by analysis, visual inspection practice to facility policy, and makes recommendations. Advises management on facility policy matters concerning ACA, OM’s, and IA’s. Collects, compiles, drafts, and analyzes information, collaborates with supervisors and recommends plans of action to meet ACA standards. Reviews and makes revisions and/or proposes changes to policies and procedures. Documents ACA standards compliance by publishing, updating, and distributing. Exchanges information regarding policies and administrative regulations, on behalf of the Warden to the staff.
Primary job duties and responsibilities include but are not limited to:
Functions as facility policy coordinator by verifying and identifying within the facility the need for operational memorandum meetings, setting committee reviews with management, publishing and distributing draft and final documents;
Ensures compliance with standards, departmental regulations and applicable State and federal laws within these documents;
Speaks of the importance of standard compliance in facility policy decisions. Manages facilities policies and procedures by reviewing, revising and recommending changes to management to comply with ACA standards, CDOC directives, and facility standard policy guidelines and applicable laws;
Receives new departmental regulations, distributes to management team and other offices of record;
Coordinates staff to write procedures to implement regulations into practice at the facility level. Interpret and explain facility operations policies, procedures, standards, and Administrative Regulations (AR’s);
Audits correctional facility operations to determine compliance with ACA standards, departmental regulations, facility procedures and applicable laws;
Interprets ACA standards and analyzes existing policies and procedures to determine if the facility is in compliance;
Recommends to facility management the need for plans of action and facility policy changes to meet standards;
Collects, evaluates, and validates information from work units to provide compliance with ACA standards and policy by verifying accuracy of information and utilizes supporting documentation to validate compliance with each ACA standard;
Coordinates and ensures completion of quarterly facility inspections relative to standards compliance mandates for tool control, chemical control, sanitation, etc.; schedules quarterly file reviews with responsible staff to ensure file updates and accountability are ongoing;
Other duties as assigned.

MINIMUM QUALIFICATIONS:
Experience Only:
Six (6) years of relevant professional experience in analyzing operating methods, procedures, policies and preparing reports; or managing and coordinating an accreditation, auditing, life safety and/or correctional program(s). (Part-time experience will be prorated).
OR
Education and Experience:
A combination of related education from an accredited college or university in business administration, criminal justice, public policy, management, organizational development or behavioral sciences , or a related field AND two (2) years of professional experience in analyzing operating methods, procedures, policies and preparing reports; or managing and coordinating an accreditation, auditing, life safety and/or correctional program(s). (You MUST attach a copy of your unofficial college transcript to this application that include your name, name of the institution, degree, and date conferred).

- Relevant state service working for the State of Colorado with compliance information;
- Advanced knowledge in computer systems such as MS Office and Google systems;
- Advanced level of experience interpreting complex rules, regulations, and standards and applying the knowledge to specific situations;
- Advanced level of experience with policy drafting, review, recommendations, and development for governmental, correctional, and/or organizational entity;
- Advanced level of experience working with Adobe Pro or similar;
- Advanced level of experience with electronic documentation;
- Comprehensive knowledge of Federal and State guidelines to ensure compliance with policy development;
- Advanced level of experience as an auditor.
