Civil Engineering Project Manager II - $90,686 - $102,527/annually

  • This position is covered by the Partnership Agreement between the State of Colorado and Colorado Workers for Innovative and New Solutions (COWins).
  • New employees to the State will be paid biweekly. There are 26 biweekly pay periods in a year.

Description Of Job

About the Work Unit

The Civil Engineering Project Manager works in the Colorado Department of Transportation's (CDOT's) Grand Junction Engineering residency. The purpose of the Engineering unit is to plan, design, and administer assigned construction projects. This includes a wide range of activities that span from planning through project development, advertisement, and construction to completion.

About The Position

This position serves as Construction Manager/Project Engineer delegated by the Chief Engineer to act as a fully authorized representative in direct charge of the construction for assigned projects. This position manages construction projects from start to finish. The Civil Engineering Project Manager manages a project team consisting of CDOT/consultant assistant project engineers, inspectors and testers. This position has oversight of all related contractors, subcontractors and consultants and is responsible for resolving all changes from plans, schedules, programs, contracts, criteria, specifications by consultants/contractors. The Civil Engineering Project Manager reviews the requirements, needs, and limitations for projects, and then plans the processes needed to accomplish the project management, in terms of human, fiscal, material, and equipment or facility resources. This position also provides technical information to CDOT testers and inspectors, specialty branches and outside municipalities and ensures that departmental policy, procedures and design standards are addressed and incorporated into roadway construction plans. A Civil Engineering Project Manager II functions as the Construction Manager/Project Engineer on complex projects. The position participates in preconstruction activities, providing plan reviews and assisting with advising designers on constructability and contract administration. This position is supervised by a Licensed Professional Engineer.

Your Duties And Responsibilities Will Include

Project Engineer/Assistant Project Engineer - Contract Administration

  • Assists with or plans, organizes and conducts engineering projects requiring the application of professional engineering processes, theories, laws, principles, conceptual models, and techniques related to highway engineering .
  • Prepares contract documents such as task orders and formal agreements, authorization payment for consultant billings, maintaining accurate summaries and staying within contract budgets.
  • Oversees the work of contractors, reviewing the work for compliance with plans, specifications, and procedures.
  • Verifies that the contractor’s equipment, materials, workmanship, and products are in conformance with the contract plans and specifications by performing detailed inspections, and maintaining proper documentation.
  • Checks and compiles documentation that reports quantities of work performed and assuring the contractual acceptability of the work.
  • Prepares and approves payments for contractors.
  • Uses software such as Site Manager, PMWeb, LCP Tracker, B2G, Bluebeam, Word, Excel, Project, and SAP.

Construction Management

  • Serves as Construction Manager delegated by the Chief Engineer to act as a fully authorized representative in direct charge of the construction for assigned projects.
  • Manages construction projects from start to finish.
  • Monitors schedules, project expenditures, and materials and produces daily documentation
  • Manages a project team consisting of CDOT/consultant’s assistant project engineers, inspectors, testers and is responsible for resolving all changes from plans, schedules, programs, contracts, criteria, specifications by consultants/contractors.
  • Monitors contractor compliance with equal employment opportunity laws, safety regulations, state/local/federal ordinances, etc. to ensure conformance.
  • Reviews the requirements, needs, and limitations for projects, and then plans the processes needed to accomplish the project management including:
    • Applying the plans, specifications, and M & S Standards to inspect the work progress by contractors to assure conformance.
    • Documenting and approving progress and final contract payments due for work completed and accepted by reviewing pay documentation prepared by staff.
    • Recommending appropriate changes in the contract to minimize potential costs and delays and to compose contract change orders using appropriate methods for cost and schedule evaluations.
Customer Service

  • Communicates and corresponds with other departments or disciplines within CDOT as well as with federal, state, local agencies; consultants, contractors, utilities, and the public regarding changes or information which may have an impact on them.
  • Assists with project coordination typically required with multiple stakeholders and direct involvement with public relations.
  • Participates in open houses and public meetings as assigned.

Engineering Design Reviews

  • Reviews and checks the accuracy of highway construction project plans prior to the advertisement for bid of the project.
  • Assists with corrections and/or advises designer of project plan discrepancies.
  • Makes plan recommendations.
  • Provides recommendations on construction project phasing and constructability of the project.

  • With guidance a licensed Professional Engineer applies current engineering principles, theories, design specifications and applicable design standards to assist in developing safe, efficient and economical project designs.
  • Requests field survey, environmental study, traffic data, right-of-way information, hydrology/hydraulic design, structural design, utility location/relocation, and other information as required.
  • Develops Form 859 construction schedules.

Work Lead/Supervisor

  • At the Civil Engineering Project Manager II level, supervises including conducting performance reviews, approving time, delegating and monitoring work, providing training and mentoring, initiating hiring, and addressing personnel issues.

Training

  • Attend assigned training classes and study CDOT manuals to enhance knowledge necessary to perform the job duties.

Work Environment

  • Primarily 8:00 AM to 5:00 PM work hours, Monday – Friday
  • Average work week is 40 hours
  • Approximately 30% spent in the field, 70% spent in the office
  • Occasional evening, night, and weekend work.
  • Travel required during work hours throughout the Region to meetings, to conduct site visits as necessary during design; daily travel to construction sites during construction
  • Occasional overnight travel 1-3 times a year throughout Colorado
  • Required to operate CDOT vehicles
  • Required to work in a variety of weather condition and in close proximity to high speed traffic

Civil Engineering Project Manager II

  • Seven years of full-time professional work experience in roadway construction project management.

OR

  • A Bachelor's Degree from an accredited college or university in construction management, engineering, engineering technology or other field of study closely related to the duties of this position.
  • AND three years of full-time professional work experience in roadway construction project management.

Project management experience includes the following: determining project elements, priorities, strategies and goals; determining type and timing of milestones and deliverables; monitoring/tracking project performance; allocating resources (staff, stakeholders, time, etc.), resolving issues and making changes where necessary.

Substitutions

  • Graduate college or university coursework beyond a Bachelor's Degree from an accredited college or university in construction management, engineering, engineering technology or other field of study closely related to the duties of this position may substitute for the required experience on a year-for-year basis.
