About the Colorado Department of Local Affairs

The Department of Local Affairs (DOLA) serves as the primary interface between the State and local communities. The Department provides financial support to local communities and professional and technical services (including training and technical assistance) to community leaders in the areas of governance, housing, and property tax administration. While all state governments provide such services through various Departmental structures, Colorado’s approach is unique in that these local community services are gathered into one Department of “Local Affairs,” which has a central focus on strengthening Colorado communities and enhancing livability.

The first vacancy is a term-limited position with an anticipated end date of December 31, 2026.  The position may be extended depending upon funding availability and will be eligible for full benefits. This posting may fill other similar positions in the same class including some permanent regular and term-limited positions. 

The Division of Housing partners with local communities to create housing opportunities for Coloradans who face the greatest challenges to accessing affordable, safe, and secure homes. Working with the Colorado State Housing Board, the division supports a wide range of housing efforts, including affordable housing, rental assistance vouchers, homelessness, regulation of mobile home parks and factory-built structures, and home modifications for accessibility.


We are recruiting for multiple positions in the Community and Economic Development III (CED III) job classification. Some of the CED III positions filled by this posting include, but are not limited to: 


The Office of Homeless Initiatives (OHI) works with local, state, and federal stakeholders to build, promote, and support collaborative approaches to make homelessness rare, brief, and one-time in Colorado. CED III positions in this unit include Supportive Housing Specialist and Homeless Program Specialist


The Office of Housing Finance and Sustainability (OHFS) delivers a variety of services and financial assistance to help make housing and shelter a reality for citizens throughout the state by working with public and private housing developers, housing organizations and local governments to develop, rehabilitate, and provide down payment assistance to new and/or existing housing.  CED III positions in this unit include Housing Asset Manager.


With a goal of providing housing resources to Colorado residents, typical duties and responsibilities of a Community and Economic Development III position include, but are not limited to: 


Project/Contract Management

  • Oversee and monitor the assigned projects, contracts, portfolios or grants.

  • Ensure compliance with laws and regulations relevant to the project.

  • Provide technical assistance to stakeholders to ensure required documents meet standards.

  • Analyze data to ensure appropriate actions are taken to complete projects/contracts.

  • Provide training to stakeholders, applicants, or grantees.

  • May serve as a resource to provide skilled application of guidelines, communicate issues, and resolve complexities within the assigned work.


Program Development/Planning

  • Serve as point of contact for the state contractors (non-profits and local governments) in using funding resources, data collection, and general operation of affordable housing programs.

  • Plan and study local community improvement projects emphasizing public/private financial cooperation, community need and project feasibility.

  • Assess contractors’/grantees’ performance on existing projects to determine whether they have the capacity to complete proposed contracts.

  • Assist stakeholders/applicants with obtaining information/documents as required to evaluate potential new partnerships for affordable housing.

  • Plan and implement regional programs to meet statewide and regional goals and objectives, create and develop partnerships to accomplish collaborative projects with other agencies and design and oversee implementation of regional projects.


Strategic Communication

  • Implement projects and programs with comprehensive plan development and delivery through effective, strategic communication in written, electronic and oral format. 

  • Build collaborative partnerships by facilitating public and private cooperation with stakeholders.

  • Utilize creative approaches to facilitate projects such as facilities, improvements, strategies, services while effectively engaging stakeholders in a manner that promotes public trust and accountability.

  • Effectively adapt communication, documentation and publication to meet the targeted audience and intent.

  • Communicate appropriate federal statutes, regulations, and policy that apply and evaluates compliance for proposed or ongoing projects.

MINIMUM QUALIFICATIONS


Experience Only: Six (6) years of professional experience in administration of federal, state, or locally funded housing or homeless assistance programs and/or program support for local, state, or federal government programs, including grant management, reporting and/or monitoring.


OR


Education and Experience: A combination of related education in public policy, political science, housing and human rights, social work, business administration, public administration, nonprofit administration or a closely related field (as determined by the agency) AND experience as described above equal to six (6) years.

Preferred Qualifications 

  • State of Colorado experience in housing, homeless, or human services programs

  • State of Colorado work experience as a temporary aide providing technical and/or monitoring assistance

  • Experience providing technical assistance related to grants

  • Experience with development, implementation, and evaluations of Federal and State housing programs standards

  • At least one year of professional experience in affordable housing or homeless programs

  • Knowledge and experience with federal and state affordable housing programs

  • Knowledge and experience with contract or grant budget management

  • Experience in compliance monitoring

Biweekly Pay: As of July 1, 2023, all DOLA new hires, including transfers of current state employees and reinstatements of former state employees, will be placed on the biweekly pay schedule. This means you will be paid every other Friday for a total of 26 pay periods over the course of a year.
