Job Description
The Contracts Administrator exists to enable DMVA to acquire all necessary goods and services in a timely and cost-effective manner. The Contracts Administrator works Tuesday through Friday, ten (10) hours per day, and is located at Joint Forces Headquarters in Centennial.
Primary duties include:
- providing solicitation, purchasing, and contract development for DMVA;
- managing procurement as the procurement agent for formal and informal solicitations;
- providing unit support and training;
- providing policy and regulatory guidance; and
- managing processes and administration of construction procurement.
- making purchasing decisions for DMVA by analyzing and interpreting needs, specifications, data, and circumstances, and clarifying the requirements;
- developing, soliciting, and awarding Documented Quotes, Request for Proposals, Invitations for Bids, and Request for Qualifications;
- negotiating purchases and issuing awards;
- resolving vendor claims and disputes;
- drafting contracts, purchase orders, and statements of work for solicitations;
- counseling and training DMVA Construction and Facilities Maintenance Office (CFMO), Air Guard and Division of Veterans Affairs staff on contract and purchasing issues;
- developing purchasing procedures and guidelines;
- preparing and administering purchase orders;
- making decisions and judgments implicit in all of these activities; and
- performing other duties as assigned and back-up other positions during periods of absence.
Minimum Qualifications
Six (6) years of professional contracting/purchasing experience.
OR
Bachelor's degree from an accredited college or university in business administration, accounting, purchasing/contracting, or related field as determined by the department.AND
Two (2) years of professional contracting/purchasing experience.
Substitutions
Education from an accredited college or university in business administration, accounting, purchasing/contracting, or related field as determined by the department may substitute for the required experience on a year-for-year basis (attach transcripts to your on-line application).

Required Skills and Competencies
- A strong understanding and knowledge of procurement and contracting, including terms and best practices;
- Ability to work collaboratively across teams and with multiple stakeholders;
- Ability to be productive with a team as well as independently;
- Strong attention to detail; and
- Proficient in technical writing.
- State of Colorado government experience in purchasing and contracting;
- Experience working in Colorado Operations Resource Engine (CORE);
- Familiarity with State of Colorado processes;
- Demonstrated experience with creative problem-solving; and
- Knowledge of construction projects and familiarity with construction sites.
- Must be able to successfully pass a background investigation.
- Must be willing to work 4 days a week, 10 hours per day, Tuesday through Friday.
