The Colorado Water Conservation Board (CWCB) exists to advocate the protection, conservation, and development of water of the state in order to secure the greatest utilization of such waters and the utmost prevention of floods for the benefit of present and future inhabitants of the State. The CWCB is governed by a 15 member board that includes governor-appointed representatives from each of the eight major river basins, the City and County of Denver and several state agencies. Within the CWCB, there are 7 sections: Administration and Operations, Finance, Grants, Interstate Federal and Water Information, Stream and Lake Protection, Watershed and Flood Protection, and Water Supply Planning.
This work unit exists to administer and manage the daily administrative operations of the agency through information exchange, budget formulation and analyses, funding, planning, accounting, office management, and grant procurement processes.

Seven (7) years of professional work experience in the administration of grant agreements and/or public sector contract or procurement related duties.

Description Of Job

- This is a Hybrid position - Work is primarily performed from a home office, however the selected candidate will at times report to the office at 1313 Sherman Street - Denver, CO for meetings, trainings and projects as directed by the supervisor.
This position serves as the procurement staff authority for all grant types within the CWCB, including serving as the procurement liaison between the DNR Procurement Section in the Executive Director’s Office and the CWCB.
Primary duties include but are not limited to the following :
- Procurement and Program Management:
- Leads the Water Plan Grant Program procurement including grant agreements and purchase orders.
- Assists all CWCB sections with procurement related to non-reimbursable investments funded through the annual Projects Bill and other programmatic procurement needs.
- Advises project managers on the procurement process and requirements including providing feedback on scopes of work, schedules, budget, and certificates of insurance documents to identify and solve problems.
- Maintains contract files and records.
- Resolves problems between project managers, applicants, and Department of Natural Resources (DNR) procurement and the Office of the State Controller.
- Works to improve the CWCB’s ability to track, manage, analyze, and report program information.
- Assists in maintaining the CWCB Loan & Grants Portal.
- CWCB Grants Staff Authority and Procurement Liaison to the DNR Executive Directors Office (EDO) :
- Serves as a two-way conduit for sharing and gathering information on procurement-related policies, procedures, and issues between the CWCB and the DNR EDO.
- Helps identify and develop solutions for procurement-related issues.
- Works closely with the DNR EDO Procurement Director and Contracts unit.
- Leads internal procurement team meetings with staff across multiple CWCB sections to share information from EDO, find opportunities to process improvement, and provide guidance as needed.
- Serves as the principal spokesperson and agency representative for interpretation, guidance, and implementation of state procurement code and rules.
- Provide expert advice to agency leadership and staff on compliance and risk management for grant programs and non-reimbursable investments (Projects Bill).
