This position will have hybrid workplace options available but will be required to report to the listed address 3 days a week and at the discretion of the supervisor and based on business needs.

Description Of Job

The salary range for this position is:

Hourly $49.83 - $69.45

Biweekly $3,986.31 - $5,555.82

Monthly $8,637.00 - $12,037.61

Annually $103,644.00 - $144,451.32

This position will play a pivotal role in shaping the FAMLI program's technology strategy, keeping the organization ahead of emerging technologies, and fostering a culture of innovation and continuous improvement across these three focus areas. The Director of Technology, Innovation and Risk Management for the FAMLI program will focus on three critical areas.

Lead the technology strategy and software development lifecycle of a portfolio of systems that enable the FAMLI program.

Firstly, this position will lead the technology strategy and be accountable for the total software development lifecycle for systems supporting the program, ensuring alignment with the program's vision and emerging technologies. This involves managing resources, vendor relationships, and fostering partnerships to drive operational efficiency and innovation. Another area of responsibility for this position will be the continuous improvement of system integrity and service uptime. The Director will be responsible for identifying and implementing innovative ideas and tools to enhance overall solution offerings and performance, ensuring that the technology infrastructure is robust, reliable, and resilient. By staying current with industry trends and emerging technologies, the Director will drive advancements that contribute to the organization's ongoing success.

Oversee Cybersecurity and Fraud Prevention Management

This position will be responsible for overseeing cybersecurity and fraud prevention management for the FAMLI program. This includes developing and implementing strategies to enhance security, compliance, and in-house systems for fraud detection and prevention. The Director will collaborate with cross-functional teams, manage governance, risk, and compliance processes, and stay current on industry regulations to promote a culture of security awareness and risk management.

Architectural and Data Management Alignment

Reporting to the division director of FAMLI and with a dotted-line reporting relationship to CDLE's technology strategy leadership, this position will ensure FAMLI's strategic alignment with the agency's overall vision. This collaboration involves working closely with CDLE technology leadership to harmonize architectural and data management strategies, maintaining coherence and strategic consistency. In this role, the Director will also spearhead the development and evolution of technology solutions for efficient data management practices, keeping FAMLI's initiatives in line with agency objectives. They will be responsible for the development and maintenance of a centralized data management infrastructure, promoting data integrity, accessibility, and driving data driven decision-making capabilities. The Director will also coordinate with the agency on data governance and champion continuous improvement of data management processes.

Experience Only:

Ten (10) years of relevant experience in an occupation related to the work assigned to this position, two (2) of which must have included experience with public or business administration, establishing goals and objectives, as well as developing and managing a budget to achieve program goals and objectives. This includes risk management, audit compliance and fraud along with product management, maintenance, contract management & technological process improvement.

Education And Experience

A combination of related education and/or relevant experience in an occupation related to the work assigned equal to ten (10) years, two (2) of which must have included experience with public or business administration, establishing goals and objectives, as well as developing and managing a budget to achieve program goals and objectives. This includes risk management, audit compliance and fraud along with product management, maintenance, contract management & technological process improvement.

Preferred Qualifications

  • Proven large-scale public service applications, audit compliance and fraud product management success in public organizations
  • Experience leading risk management initiatives and upholding strong security postures
  • Track record in overseeing product management, maintenance, and large vendor contracts in the public sector
  • Hands-on experience leading continuous tech improvements on platforms like AWS, Salesforce, Snowflake within government organizations
  • Data repository and analytics infrastructure management experience in public service contexts
  • Success in creating and executing strategic plans, allocating resources, and fostering team environments in public sector organizations
  • Budget development, management, and execution experience in public sector organizations
  • Incorporation of equity, diversity, and inclusion principles into public sector organizational strategies
  • Experience navigating and promoting government transparency in public service roles
  • Commitment to public service and understanding of unique challenges and opportunities within government organizations

Required Competencies

Proven track record in directing technology strategy and managing software development lifecycles of a product portfolio within large-scale organizations, ensuring alignment with overall program objectives and fostering innovation.

Proven experience in successfully implementing and managing fraud prevention systems and cybersecurity measures to ensure a secure environment for internal operations and external stakeholders.

Strong knowledge of data management, data governance, and data-driven decision-making

Excellent communication, collaboration, and interpersonal skills

Complex Problem Solving: Identify complex problems and review related information to develop and evaluate options, consider alternative solutions, distinguish between relevant and irrelevant information, and use sound reasoning to arrive at decisions.
