Description Of Job

The Colorado Division of Insurance (DOI) regulates the insurance industry in Colorado. DOI helps consumers by answering their questions, investigating their complaints, and helping them to understand their insurance. The division regulates and monitors insurance companies in Colorado, as well as insurance agents, ensuring all are following the law.

The Market Regulation work unit exists to ensure that all regulated entities operating in the Colorado insurance market comply with all state insurance laws. The work unit regulates the activities of the insurance industry by ensuring that companies’ activities comply with statutory and regulatory mandates; by ensuring that insurers and producers abstain from deceptive or misleading practices; and by providing reliable market conduct and market analysis information to other sections of the Division, consumers, legislators, regulators and the insurance industry. The work unit analyzes the insurance market and assesses how it is functioning. It identifies and analyzes complex legal and regulatory issues, analyzes and applies insurance laws, and develops strategies for addressing each regulatory issue that is identified. The work unit performs market conduct actions, including market conduct examinations and investigations, to address instances of non-compliance, and shares information and coordinates regulatory actions with other state regulators and the National Association of Insurance Commissioners (“NAIC”) as necessary.

Position : SFA 4168

The Market Analyst position exists to support and contribute to the successful achievement of goals for the Market Regulation section by performing market analysis actions, including but not limited to identifying and investigating potential insurer wrongdoing, obtaining and analyzing information, corresponding with insurance companies and engaging with other Division sections regarding compliance concerns. This position also performs market analysis by obtaining, manipulating, and analyzing data, primarily from the NAIC’s Internet – State Interface Technology Enhancement (“I-SITE”) system as well as from other sources, including the Division’s integrated database systems, in order to identify and address areas of non-compliance in the marketplace. This position is also responsible for maintaining internal market analysis and market conduct examination procedures, assisting the Examiner-in-Charge, the Lead Market Analyst, and the Director of Market Regulation with projects as requested.

Duties Include, But Are Not Limited To

  • Performing analysis to identify insurers operating in the Colorado marketplace that may require regulatory scrutiny;
  • Maintaining up-to-date knowledge of internal market analysis processes, procedures, systems, and databases;
  • Determining the specific course of action and/or intervention necessary to address areas of regulatory compliance according to Colorado insurance law;
  • Drafting correspondence for regulated entities to request data, information, and documentation to assess non-compliance and the frequency of follow-up needed;
  • Designing, directing, and overseeing the self-audit program to be used by regulated entities;
  • Analyzing the information and data collected from regulated entities to create an accurate, informed decision regarding compliance.

MINIMUM QUALIFICATIONS (MQs)

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

There are two ways to qualify for this position: 1) Experience OR 2) A Combination of Education and Experience

Option 1: Experience

  • Six (6) years of full-time professional* work experience in the insurance industry set in a government environment, public sector, private sector, or the social sector. Work experience must include performing market analysis and/or research in at least one (1) of the following areas:
  • Reviewing rates, policy forms, and/or filings to ensure compliance with laws and regulations;
  • Conducting research into complex insurance matters that involve multiple stakeholders to identify violations of laws and regulations;
  • Handling of claims, policy services, compliance, and/or member services.

Option 2: A Combination of Education AND Experience

  • Associate’s Degree and Experience: Graduation from an accredited college or university with an associate’s degree in Accounting, Business, Business Administration, Economics, Finance, Public Policy, or a field of study related to the work assignment; AND
  • Four (4) years of full-time professional* work experience in the insurance industry set in a government environment, public sector, private sector, or the social sector. Work experience must include performing market analysis and/or research in at least one (1) of the following areas:
  • Reviewing rates, policy forms, and/or filings to ensure compliance with laws and regulations;
  • Conducting research into complex insurance matters that involve multiple stakeholders to identify violations of laws and regulations;
  • Handling of claims, policy services, compliance, and/or member services.
  • Certification, registration, or licensure including a chartered financial certification (CFA), or a certification as a certified public accountant (CPA), or data analysis related to the work assigned will count for one (1) year of the requirement.

OR

  • Bachelor’s Degree and Experience : Graduation from an accredited college or university with an associate’s degree in Accounting, Business, Business Administration, Economics, Finance, Public Policy, or a field of study related to the work assignment; AND
  • Two (2) years of full-time professional* work experience in the insurance industry set in a government environment, public sector, private sector, or the social sector. Work experience must include performing market analysis and/or research in at least one (1) of the following areas:
  • Reviewing rates, policy forms, and/or filings to ensure compliance with laws and regulations;
  • Conducting research into complex insurance matters that involve multiple stakeholders to identify violations of laws and regulations;
  • Handling of claims, policy services, compliance, and/or member services.
  • Certification, registration, or licensure including a chartered financial certification (CFA), or a certification as a certified public accountant (CPA), or data analysis related to the work assigned will count for one (1) year of the requirement.

Substitutions

  • Partial credit toward the degree requirement will be given for completed college/university coursework that did not result in a degree. A master's or doctorate degree from an accredited college or university in a field of study related to the work assignment will substitute for the bachelor's degree requirement.
  • Professional work involves exercising discretion, analytical skill, judgment and personal accountability and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is: uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods.

Preferred Qualifications

  • Demonstrated experience working in a state government position conducting policy research and analyzing documents;
  • Demonstrated professional* experience reading, interpreting, analyzing, and communicating Colorado insurance statutes, policies, and regulations;
  • Demonstrated professional* experience working in the health and/or property and casualty insurance industry;
  • Demonstrated experience utilizing databases, including compiling, updating, analyzing, and tracking data;
  • Completion of coursework toward an Accredited Insurance Examiner (AIE) or Certified Insurance Examiner (CIE) designation;
  • Demonstrated professional* experience in determining the corrective course of action to address entities in noncompliance;
  • Demonstrated professional* experience working with the NAIC's Market Regulation Handbook;
  • Demonstrated professional* experience utilizing NAIC market analysis tools and databases.
