The Colorado Department of Transportation (CDOT) has a vacancy for a Professional Engineer II (PE II) in the Bridge Asset Management unit of the Bridge Design and Construction branch. As the PE II, you will be responsible for managing all of CDOT's structural asset management system activities. This includes maintaining all of CDOT's records for structures, providing access to and reports from these records, providing long range plans for CDOT's bridge construction and maintenance programs, providing CDOT's bridge height and weight restrictions, managing and reporting data from ratings, inspections and design and administrating the Federal Highway Administration (FHWA) off-system bridge program.
This position will supervise four employees including Professional Engineers and Data Managers.
Major duties and responsibilities include, but are not limited to:
- Responsible for ensuring that CDOT is meeting all federal requirements pertaining to the National Bridge Inspection Standards (NBIS), National Tunnel Inspection Standards (NTIS), MAP21, Fast Act and related federal programs; provide NBI, NBE and NTI reporting to the Federal Highway Administration (FHWA) as scheduled; provide reports to local agencies, CDOT management and units as scheduled.
- Compose and submit the annual list of "poor" rated bridges qualifying eligible bridges for the CDOT Bridge and Tunnel Enterprise Program;
- Maintain and execute a plan for updating vertical clearance and average daily traffic (ADT) information, including that for non-CDOT roadways over state highways; ensure all project records are correctly archived; respond to requests for structure design/construction records and provide access to these records;
- Maintain web access to the Bridge Management Systems Unit's annual reports and publications (e.g. List of "poor" rated bridges, scour critical bridges report, Coding Guide); define and manage the processes for data entry and reporting by CDOT inspectors and consultants;
- Manage and maintain the data for all Bridge Structural Assets including: Off-System Manor Structures and Tunnels; On-System Bridges, Culverts, Tunnels, Walls, Signs, Mast-Arm Signals, High Mast Lights, and Miscellaneous structures.
- Be CDOT's primary contact with the Special Highway Committee (SHC) and provide engineering assistance; ensure CDOT is meeting all federal requirements pertaining to the off-system bridge program; track the Off-System Bridge program and submit all reports;
- Develop, maintain, and execute an annual work plan for modeling and planning the implementation of the bridge asset management program;
- Identify and prioritize CDOT's annual structure replacement, rehabilitation, repair, and preventative maintenance needs, statewide and regionally, for the purpose of allocating funds and programming projects and maintenance activities; assist with the development of proposals for improving this annual identification and prioritization of structure project and maintenance activity needs;
- Provide annual reports on CDOT's existing, and estimated long term, structure replacement, rehabilitation, repair, and maintenance needs;
- Participate in the annual budget setting for dedicating funding, providing all required documentation;
- Assist with the development of methods and proposals for improving CDOT's long-term forecasting;
- Maintain and execute a quality control and quality assurance plan for all records, reports, and bridge restrictions; ensure all structure records and reports are correct and up-to-date; perform quality assurance reviews of the structural records and reports; participate in the formal annual quality reviews of the NBIS program with the FHWA Division Bridge Engineer and the CDOT Bridge Inspection Engineer;
- Maintain the Department's bridge vehicle height restrictions list; maintain and execute procedures for updating and publishing this information;
- Supervise four full-time employees; responsible for employee performance plans and evaluations; approve timesheets and leave requests; initiate the hiring process, interviewing applicants and recommending hire, promotion or transfer; schedule and make arrangements for special assignments to the unit; ensure all financial transactions have appropriate approval and that all programs are within budget; provide annual itemized budgets for assigned project activities; report on the unit's activities and accomplishments to the Bridge Engineer; manage contracts and task orders for consultant services; mentor and coach employees;
- Supervise the maintenance of the Branch's webpage;
- Remain on call for emergency field inspections as provided for by the Branch's emergency response plan; assist the CDOT Inspection Engineer in managing the inspection and inventory work performed by consultant personnel, and selecting consultants; provide asset management related training to CDOT and consultant personnel; stay up-to-date on all bridge asset management research and best practices and provide ad hoc technical assistance as needed;
- Other job duties as assigned.
- Primarily 8:00 am – 5:00 pm work hours, Monday-Friday
- Travel required during work hours throughout Metro Denver/Front Range
- Occasional overnight travel 1-3 times a year throughout Colorado
- Occasional out-of-state travel for conferences
- Required to operate CDOT vehicles
- Occasionally expected to work and/or remain at worksite in delayed start, early release, or closure situations.
- Current registration as a Professional Engineer issued by the Colorado State Board of Licensure for Architects, Professional Engineers and Professional Land Surveyors.
- AND at least two years of transportation-related structural engineering experience, which must have included one year at the level of a licensed Professional Engineer.
- A current valid driver's license is required for this position as it requires operating a state or personal motor vehicle to perform one or more essential functions of the position.
Appropriate education in addition to that required for the professional engineer license will substitute for the required experience on a year-for-year basis.
