The Office of Economic Development and International Trade (OEDIT) was created to foster a positive business climate that encourages quality economic development through support of local and regional economic development activities throughout the State of Colorado. A comprehensive slate of programs within OEDIT’s divisions work together to offer economic development services for all Colorado businesses – new and expanding, traditional and emerging, small and large, including retention programs to ensure continued competitiveness of Colorado’s economic base, and job training to keep Colorado’s workforce the best in the nation.

POSITION :

The mission of the Colorado Office of Film, Television, and Media (COFTM) is to promote, support and expand productions in the state to drive Colorado’s economy, grow jobs and enhance quality of life. The Senior Program Manager serves as an integral member of the COFTM team and is responsible for the development and implementation of COFTM initiatives.

KEY DUTIES AND RESPONSIBILITIES :

Film production incentive

  • Field incentive inquiries to Commissioner and Deputy Director to determine qualified applicants
  • Facilitate application process and EDC presentations for incentive applications, as well as allocation processes
  • Maintain incentive database, communication, budget, and allocation information
  • Perform essential duties and answer inquiries in the absence of Commissioner or Deputy
  • Meet with in-state and out-of-state filmmakers to discuss the film incentive program

Film Festival Tax Credit Incentive

  • Work with the Commissioner, Deputy, Legislative and BF&I team to develop Agreed Upon Procedures, Best Practices and Protocols around the new incentive program
  • Work with the Deputy and Salesforce team to create the application process and portal
  • Assist with the Film Festival Coalition initiative to support festivals across the state
  • Should the legislation pass and go into effect, field incentive inquiries to Commissioner and Deputy Director to determine qualified applicants
  • Facilitate application process and EDC presentations for incentive applications, as well as allocation processes
  • Maintain incentive database, communication, budget, and allocation information
  • Additional COFTM programs

  • Facilitate awarding and distributing film festival grants. Seek new festival partners and leverage relationships with current festivals to explore new opportunities
  • Assist with organizing screenings to premiere content created through the office as needed
  • Research opportunities to partner with industry organizations, film festivals, and successful local and out-of-state industry professionals
  • Work with Program Manager and Regional Liaisons to communities across the state, and assist with operational responsibilities, funding opportunities, awarding grants and collecting production data
  • Oversee Program Manager’s work with rural communities to create opportunities for location scouts and managers (both from CO and surrounding states) to become acquainted with unique locations
  • Support Program Manager, OEDIT social media, and Marcom team in community outreach for the office
  • Aid Deputy in supporting additional educational and workforce development initiatives and office administrative duties as needed
  • Colorado Promotion

  • Act as first point of contact for local and out of state filmmakers and producers regarding incentive opportunities
  • Oversee Program Manager’s preparation of electronic location packages and provide local contact information for filming locations
  • Field questions on permitting, compliance and other industry guidelines
  • Follow-up with production companies to determine if needs have been met and to facilitate film incentive process if applicable
  • Oversee Program Manager’s maintenance of database of filming locations and contacts for potential projects
  • Target communities for new or updated training based on their interests and viability as a potential film location
  • Work with federal agencies such as Bureau of Land Management and National Parks to facilitate access to federally-owned properties
  • Aid in work with the Departments of Transportation, Natural Resources, Corrections, and other state agencies to develop and implement film-friendly state agency policies and practices
  • Aid in development of alliances with local business leaders and private landowners to improve access to privately-owned Colorado locations and production resources
  • Aid in development of alliances with county and local government agencies, tourism offices, chambers, and business groups to develop and implement film-friendly local policies and practices, such as food and lodging discounts, simplified permitting processes and other types of local incentives
  • Marketing / Public Relations / Communications

  • Oversee with Deputy, the Program Manager’s maintenance of COFTM’s brand by managing social media sites and inquiries and developing social media campaigns in partnership with Marcom and Senior Program Manager
  • Oversee Program Manager’s work regarding COFTM events and programs through press releases, social media updates
  • Administrative & Other

  • Manage vendor relationships and payments as directed by senior staff
  • Code and assist senior staff with Film operating budget and appropriations
  • Support the senior staff on strategic initiatives and create new programs based on industry needs
  • Execute monthly CITICARD Statements
  • QUALIFICATIONS :

  • Four years of work experience in film, television or media, with direct experience in applicable positions or equivalent educational experience.
  • Undergraduate degree preferred, ideally in a film, multimedia, digital design, entertainment, business, tourism or a related field.
  • Two years experience in incentive program management is preferred. An equivalent combination of education and proven experience in comparable fields will also be considered.
  • Experience in economic development is preferred. An equivalent combination of education and proven experience in comparable fields will also be considered.
  • The position will have a strong visual aesthetic as it relates to photography, film and media.
  • Advanced knowledge of Google Suite, Adobe Suite and potentially SalesForce.
  • Strong presentation and administrative skills and the ability to communicate effectively, verbally and in writing is required.
  • Must be able to work well with a broad constituency that includes government, business and community leaders, as well as geographically and economically diverse populations.
  • Statewide travel is required.
  • A background or familiarity with Arts Education and / or Arts Advocacy is preferred.
  • Conditions of Employment

  • Applicants must pass a thorough background check prior to employment.

  • Salary Range : $75,000 - $85,000 Annually

    This position is considered non-classified, which means the position is not part of the Colorado State Personnel System. Therefore, the individual appointed to this position is considered at-will, and is not covered by the State Personnel Rules or the State Classification System. However, this position does come with the same benefits (retirement, insurance, etc.) as every other State employee, and with the same opportunities, pride and passion that comes with working for the great State of Colorado. Even though employment is at-will, non-classified positions have protections against discrimination and retaliation in state and federal employment laws. “At-will” employment means that either the employee or the State may terminate the employment relationship at any time for any reason or no reason, with or without notice or cause, as long as no federal or state law is violated.

    A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. While all offers are compliant with the Colorado Equal Pay for Equal Work Act, there is no guarantee an offer will be at the top of the posted range based on the salary analysis.
