The Prevention Services Division works with public and private partners across Colorado to improve the health of all Coloradans. Division professionals develop, review, implement and evaluate public health interventions proven to promote healthy living, prevent chronic disease, protect against injury and ensure access to health care and opportunities for a healthy lifestyle. The Violence and Injury Prevention – Mental Health Promotion (VIP-MHP) Branch exists to coordinate state and local efforts toward mental health promotion, substance use prevention, and the prevention of death and disability in Colorado due to unintentional and intentional injuries through health policy, legislation, public awareness and education, training, assessments, and intervention programs. The Position
This position serves as the Strategic Prevention Framework – Partnership for Success (SPF-PFS) Grant Manager, and is the Colorado Department of Public Health and Environment’s expert on the grant from the Substance Abuse and Mental Health Services Administration (SAMHSA). This role is the primary person responsible for implementing the grant. The position manages the awarded $1.25 million in grant funds from the SPF-PFS Grant and makes recommendations to the CPEI unit manager and program fiscal officer for funding the four counties. The staff authority duties includes community outreach to assist communities in planning, implementation and evaluating prevention systems and programs in alignment with the goals of the federal grant.
This position influences decisions for the CDPHE Community Prevention and Early Intervention team implementing programs in rural communities by sharing this position’s experiences with the SPF grant. This position determines the process used in the Community Prevention and Early Intervention (CPEI) Unit, the Violence and Injury Prevention and Mental Health Branch to design and implement the community program timelines. This position advises the CPEI unit director regarding the program’s budgetary needs, and identifies which CPEI staff should be involved and in what capacity, in the implementation of the grant. This position advises staff in the unit, branch, and division, on best practices for receiving and reporting on this new federal funding.
This role is the primary position to administer the grant. This includes writing renewals of grant application, drafting standard operating process documentation, application forms, and resources for applicants, and developing the initial accreditation (the pre-application, application, documentation selection/submission). This position makes recommendations to the CPEI unit manager regarding the direction and implementation of contracts for the four community grants. This role is the lead position for planning and coordination of grantee meetings, development and execution of statements of work and budgets, provision of regular and ongoing technical assistance, cultivation of a community of learning among project grantees, and facilitation of project assessments for continuous program quality improvement.
This role leads the work to create community outreach standards when determining the best approaches and interventions for the grantees to improve health and quality of life through prevention practices. This work includes coordinating coaching, training, and technical assistance for funded grantees (which include Routt County Public Health, Rio Blanco County Public Health, Moffat County Public Health, and Jackson County Public Health) and the Office of Health Equity grantees implementing the Strategic Prevention Framework to address youth substance use prevention across rural communities in Northwest Colorado.
The position uses the Strategic Prevention Framework (SPF), best practices in prevention science, and experience working in the field to, engage and support grantees to accomplish grant objectives. In this capacity, the position provides technical assistance to communities, maintains relationships at the community level to support local SPF grantees to outreach and engage their communities to implement prevention services.
