About the Work Unit
This unit plans, designs, constructs, operates and maintains the features of the State Highway System in Region 3 that relate to traffic control and congestion management. Provide traffic-engineering expertise and provide support to maximize safety and operational efficiency of transportation systems. Ensure that transportation ISP & MLOS funded projects are planned and completed on schedule, within available budgets and original scopes of work.
About the Position
The Utility Account Coordinator is responsible for coordinating and ensuring the centralized R3 database of utility (electric, gas, water, fiber, phone) accounts is accurate, including set up, tracking, invoicing, and closure. Provides subject matter expertise on Colorado Revised Statutes C.R.S 43-2-135 Division of authority over streets, coordinating correct responsibility for all utility devices between Local Agencies, contractors, and the providers. Ensures utility invoices are processed appropriately and performs annual audits, since both the flat rate accounts and metered devices require auditing and reconciliation with the invoices. Maintains Region 3’s database of utility accounts, including designing the new documentation drive, and audits all existing 3,000 utility accounts, verifies accuracy, performs field visits, documents locations, and pursues negotiations for refunds due to utility overpayment. Acts as the main point of contact for applicable Asset Managers, Project Managers, Contractors, Maintenance Sections, Region Business Office, Local Agencies, Specialty Groups and Service Providers regarding all utility account concerns. Reviews utility/electrical project designs and verifies correct installation plans, participates in scoping and FIR, and ensures correct and complete utility account transfers at project closure. This position is also responsible for informing and updating the Utility Account Program Manager at HQ of any updates to the centralized database of utility accounts and verifying the database is updated appropriately. In addition, this position assists with verifications and audits of utility accounts associated with HQ and data provided for accounts.
Your duties and responsibilities will include, but are not limited to, the following:
- Supports R3 project managers and engineers in reviewing plans for utility device installation and documents updates to utility accounts
- Creates, organizes, and maintains the new R3 photographic location drive in conjunction with the R3 central database.
- Coordinates with utility service providers on opening, modifying, and/or closing accounts.
- Reviews and confirms the Utility Account Responsibility Matrix is accurate for inclusion in the PS&E package and provides written verification.
- Arranges and facilitates meetings between CDOT, utility providers, contractors, and local agencies as needed to resolve utility responsibility disputes.
- Provide effective customer service;
- Pursues repayment and negotiates credits on incorrectly assigned devices.
- Navigates and fields complaints on services, invoices, and disputes. Assigns them to correct, region, provider, and/or local agency.
- Conducts field verifications of utility services to verify new, existing, or decommissioned assets. If necessary, requests that the utility companies and/or CDOT personnel participate in these field visits.
- Resolve all audit discrepancies and coordinates with Asset Managers, Project Managers, Maintenance Sections, and Business Offices to update and necessary services or billing.
- Analyze billing and invoices in coordination with the Business Office to identify, research, and resolve abnormal billed amounts
- Conducts any training across Region 3 on PD 90.1.
- At least once per fiscal year, audits and verifies the centralized database of utility accounts. Ensures accuracy of centralized database of utility accounts, and that decommissioned and temporary accounts are closed.
- During CDOT projects, oversees the utility assets and ensures the hand off of account responsibility is done correctly from the project’s conception to completion as well as within budget and schedule.
- Other job duties as assigned.
Work Environment:
- Your schedule will be in office, primarily between the hours of 8:00 AM – 5:00 PM Monday-Friday (40hrs/week).
- Occasional travel for meetings or trainings
- Required to operate CDOT vehicles.
- Seven years of professional experience closely related to the major job duties
- Three of the seven years must have been full-time professional accounts payable and/or task order experience. Accounts payable and task order experience must have included reviews, amendments, as well as determining if a request is consistent with applicable guidelines and rules.
- A bachelor's degree from an accredited college or university in public administration, business administration, law, or a closely related field of study. (A copy of your transcript showing degree conferral must be submitted to verify this requirement.)
- AND at least three years must have been full-time professional accounts payable and task order experience. Accounts payable and/or task order experience must have included reviews, amendments, as well as determining if a request is consistent with applicable guidelines and rules.
- Additional work experience that provided the same kind, amount and level of knowledge acquired in the required education, will substitute on a year-for-year basis for the required bachelor's degree but not for the specific experience..
