Department Information

T he Web Developer & Project Manager oversees the statewide transfer website through project management and continued website maintenance within the Department of Higher Education . This position will work closely with external contractors and internal teams to ensure the website is fully functional, user-friendly, and aligns with stakeholder needs, ensuring smooth coordination between internal and external teams.

S upervision E xercised

This position does not supervise any employees.

S cope of R esponsibilities

This intermediate l evel position is responsible for independently performing specialized duties in support of the Department of Higher Education’s Data, Research, and Policy division, and the Student Success and Academic Affairs division. Positions at this level exercise judgment and initiative in their assigned tasks, receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures, practices and policies of the work unit.

Project Leadership

  • Lead the statewide transfer website project .
  • Create a long-term vision and plan for transfer website development and expansion .
  • Collaborate with colleagues across the Department to secure additional grant funding for the statewide transfer website.

Website Build-Out & Coordination:

  • Oversee the creation, development, and maintenance of a statewide transfer website.
  • E nsure that the statewide transfer website meets legislative requirements .
  • Manage relationships with third-party vendors and contractors to provid e feedback and guidance on the Department’s and external stakeholder’s requirements for the statewide transfer website.
  • Assist in collecting and organizing data necessary for the website build, including GT (guaranteed transfer) Pathways courses, Statewide Transfer Articulation Agreements (STAAs), AP/IB/DSST credit-by-exam course equivalences and credit award information, and other relevant academic data.
  • Serve as the primary point of contact between the Department and contractors throughout the website build-out and testing phase.
  • Engage in stakeholder conversations to understand institutional needs and desired features for the website.
  • Collaborate with the IT team for issues re lating to the server.

Website Maintenance & Updates:

  • Take responsibility for the website's ongoing maintenance after the build-out phase, ensuring that it continues to function smoothly and that any bugs or issues are promptly addressed.
  • Regularly update the website with new or revised data as it becomes available, including updates to articulation agreements, equivalencies, and other key resources.
  • Provide development and production support to troubleshoot application issues
  • Mainta in and manage CDHE web applicati ons

Training & Support:

  • Learn the features and functionalities of the statewide transfer website and provide internal staff with comprehensive training on using and maintaining the site.
  • Conduct training sessions with external users to ensure they are equipped to use the website effectively and contribute to its ongoing maintenance.
  • Provide ongoing user support and troubleshoot issues as they arise, especially during the testing phase.

Education and Experience

Education:

Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying . A typical way to obtain the knowledge and abilities would be:

Bachelor’s degr ee from an accredited university or college in information technology, computer science, or related field

Substitution : Four (4) years of experience in a related field can replace the education requirement of a bachelor's degre e.

Experience:

  • Five ( 5 ) years of d evelopment experience with and functional knowledge of SQL Server 2019 or higher including table design, stored procedures, functions, and TSQL
  • Five (5) years of experience working in the information technology field as a web application developer or software engineer
  • Experience managing the s oftware development life cycle , includ ing planning, analysis, design, development, testing, implementation, and maintenance
  • Experience with project management and vendor relations

License s And Certifications:

  • N/A

Education:

Preferred Qualifications

Master’s degree from an accredited university or college in research, higher education, information technology, computer science, data security or related field with relevant experience

Experience:

  • Experience working with higher education data or in an institutional research capacity
  • Backend web development working with APIs

Licenses And Certifications:

  • Project management certification or re lated

Knowledge Of:

  • SQL s erver d atabase
  • ASP.NET c ore or similar frameworks for building web applications
  • Regression and e nd -to-end testing
  • Backend web development working with APIs
  • Colorado K-12 schools and institutions of higher education
  • Standard office practices, procedures, software and equipment, including the use of personal computers, telephones, Zoom, and Microsoft Office (Excel, Word, Power Point, Outlook, and Teams)
  • State statutes, rules and regulations, policies, procedures, and guidelines
  • Project management best practices

T ypical W orking C onditions

  • The employee typically works in a standard office environment where the noise level is moderate, and the office has controlled temperatures. Works a 40-hour work week, either remotely, hybrid , or in-office, depending on the arrangement met during employment with the supervisor during normal office hours of Monday– Friday 8:00 am – 5:00 pm.
  • Job duties may occasionally require working extended hours or hours outside of the regular schedule.
  • The position may require periodic in-state and out-of-state travel requiring occasional overnight stays. The position requires the ability to travel independently through the state.
