The State of Connecticut () , Office of Early Childhood ( OEC () ) is the lead agency for early childhood services for the state’s youngest children; including early care and education, home visiting, developmental support, program and provider development. We are currently recruiting for multiple Child Care Licensing Specialists () to join our team.

POSITION HIGHLIGHTS :

Full Time (40 hours / week)

First Shift, 8 : 00 am to 4 : 30 pm

  • Adjusted Work Schedule requests can be considered upon obtaining permanent status, after completion of the working test period
  • Monday – Friday

    Hybrid position (combination of telework and in office)

    Location : 450 Columbus Blvd in Hartford, CT

    THE ROLE :

    The Licensing Division of the OEC is responsible for licensing, monitoring and investigating complaints of child care programs (child care centers, group child care homes, family child care homes) and youth camps throughout the state. We are recruiting for multiple Child Care Licensing Specialists to join this specialized unit. The individuals selected to fill these roles will be responsible for conducting inspections of licensed child care programs throughout the state, to include :

    Conducting on-site inspections of licensed child care programs

    Preparing and maintaining records and reports

    Entering data into a licensing system

    Providing technical assistance on regulatory issues during licensing visits and workshops

    Answering the Division’s Help Desk and Complaint Line phones and responding to questions and concerns from providers, parents, the public and others

    Participating in meetings with providers and testifying in administrative hearings regarding visits conducted and findings

    Participating on workgroups or committees to conduct special projects concerning Division’s policies and procedures

    Performing other duties as assigned

    PURPOSE OF JOB CLASS (NATURE OF WORK)

    In the Office of Early Childhood this class is accountable for independently performing a full range of technical duties involved in the licensing and regulation of child care programs and providers.

    EXAMPLES OF DUTIES

    Conducts on-site regulatory inspections and interviews of potential and existing child care providers to determine initial and continuing regulatory compliance and health, safety and welfare of children;

    Performs inspections of total facility (e.g. health and sanitation, food service, space, staffing, etc.);

    Reviews required program documentation, observes program operations and conducts interviews with program staff, parents and other interested parties;

    Reviews applications for licensure from prospective child care programs and providers;

    Documents all pertinent information regarding regulatory compliance for formal and informal compliance conferences, negative actions against a licensee, hearings and / or court proceedings;

    Investigates complaints of non-compliance with child care regulations, mistreatment of children and illegal practices by child care programs and providers;

    Provides guidance and consultation regarding child care regulations and program practices to providers, parents and other interested parties;

    Maintains case records and prepares reports;

    Coordinates services with other state and local agencies;

    May appear before professional organizations and the public to educate on child care regulatory issues;

    Performs related duties as required.

    KNOWLEDGE, SKILL AND ABILITY

    Knowledge of

    and ability to interpret relevant state and federal laws, statutes, regulations, policies and procedures related to child care programs;

    principles and techniques of operating child care programs;

    various economic, emotional, medical, psychological and social factors influencing attitudes and behavior of individuals and families;

    community resources available to individuals and families;

    Considerable

    interpersonal skills;

    oral and written communication skills;

    Ability to

    determine child care program and provider compliance with governing statutes and regulations;

    obtain, organize, assess and present evidence related to program provider compliance with regulations;

    maintain records and prepare reports;

    Organizational ability.

    MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

    Six (6) years of experience in the provision of professional child care services with involvement in program development and operational policy.

    MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

    College education may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one half (1 / 2) year of experience to a maximum of four (4) years for a Bachelor's degree.

    A Master's Degree in child development, early childhood education, public health, social work or other related area my be substituted for one (1) additional year of the General Experience.

    PREFERRED QUALIFICATIONS

    Experience implementing, monitoring and enforcing child care statutes and regulations

    Experience creating written reports and narratives

    Experience working individually and as part of a team

    Experience following policies and procedures that align with regulatory, statutory, or programmatic requirements

    Experience providing customer support in a public or private setting, including verbal and written communication

    SPECIAL REQUIREMENTS

    Incumbents in this class may be required to travel.
