Pumpout Facility Inspector - Boating Division
The Boating Division has a seasonal Clean Vessel Act (CVA) Inspector position available. This position supports the Clean Vessel Act Program through data collection, assisting marine facilities as they maintain and upgrade important water quality infrastructure, and operation of the pumpout facility at DEEP's Marine Headquarters in Old Lyme. This program and its partners annually remove more than 1 million gallons of highly concentrated vessel sewage from recreational vessels and helps to keep Connecticut's waterways clean and healthy. The position will be available from April through October, thirty-five (35) hours per week. A typical work week is Saturday through Wednesday.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Energy and Environmental Protection, as a limited duration employee, performs one or more of a variety of tasks and assigned duties of a seasonal nature.

EXAMPLES OF DUTIES

Clean Vessel Act Inspector:
  • Inspects all existing and proposed pumpout facilities and pumpout vessels in Connecticut;
  • Enters inspection and other data into the Clean Vessel Act database;
  • Reports conditions at pumpout facilities which are not operating at optimal levels;
  • Operates the pumpout facility at DEEP's Marine Headquarters in Old Lyme;
  • Assists the BIG/CVA Program Coordinator with an annual solicitation of grant applications and preparation of the federal grant application;
  • Assists with the review of grant applications during the competitive application process;
  • May operate D.E.E.P.'s pumpout boat; and
  • May perform other lights duties as assigned

KNOWLEDGE, SKILL AND ABILITY

Ability to follow instructions.

PREFERRED QUALIFICATIONS

  • A good understanding of recreational boating and marina operations is desired;
  • A strong interest in working with the general boating public to protect water quality is preferred;
  • The preferred candidate would also have good communication and boat handling skills; and
  • Candidates must be proficient with general word processing software and have experience using Microsoft Access and Excel.

SPECIAL REQUIREMENTS

  • Incumbents in this class who are assigned as supervisors of small recreational units will perform emergency first aid as needed and will be required to obtain and retain a Basic First Aid Certificate.
  • Incumbents in this class may be required for certain positions to meet any of the following:
    • Proof of possession of a valid Motor Vehicle Operator license.
    • Possession of a valid license to apply pesticides.
    • College training in a specific field.
    • Emergency Medical Technician (EMT) certification may be required by specific State facilities.
  • Incumbents performing lifeguard services must have and retain an American Red Cross (ARC) Lifeguarding Certification (includes CPR for the Professional Rescuer and Basic First Aid). An EMT or MRT certification may be substituted for the CPR and First Aid requirements.

PHYSICAL REQUIREMENTS

  • Incumbents in this class must possess and maintain adequate physical strength and stamina to perform the duties of the class.
  • Incumbents performing lifeguard services must be able to demonstrate American Red Cross (ARC) waterfront lifeguarding swimming skills.
