The State of Connecticut, Department of Transportation (DOT) is currently accepting applications for 2 (two) Summer Worker positions, in the Bureau of Policy & Planning, Office of Roadway Information Systems, Systems Inventory and Photolog Units.
POSITION HIGHLIGHTS
- Anticipated start date in May of 2025 and ending by August 31, 2025
- Monday-Friday, first shift (7:00 am – 3:30 pm)
- 8 hours per day, 40 hours per week, seasonal
- Location: Department of Transportation Headquarters in Newington, CT.
ABOUT THE ROLE
- The Roadway Inventory Unit is responsible for keeping accurate current and historical data on almost 22,000 miles of public roads in Connecticut. Through various efforts data is collected and validated on a project level basis for state and local roadways. The unit is responsible for field verifying and providing accurate roadway data that is utilized in the CTDOT’s linear referencing system (LRS) and the Transportation Intelligence Gateway (TIG).
- The unit is also responsible for tracking, documenting, and maintaining all identified roadway asset data for use in meeting reporting requirements including but not limited to the Highway Performance Monitoring System (HPMS). This data supports various critical CTDOT functions including; asset management, project prioritization and coordination, financial tracking, funding eligibility, safety analysis, Federal and State reporting requirements, and performance management, among others.
- The Photolog Unit is responsible for collection of pavement condition metrics, geometric data, and right-of-way imagery on more than 8,000 bi-directional miles on the State’s highway system, a sample section of local roadways and on the CTfastrak System to support CTDOT need’s and meet federal reporting requirements. The pavement condition data and imagery collected is used to analyze pavements across these networks and provide input into the Department’s Pavement Management System for condition forecasting, budgeting, and project programming and design. The pavement condition data are required elements in the CTDOT’s annual Highway Performance Monitoring System (HPMS) Report to the Federal Highway Administration (FHWA) and Federal Transit Administration (FTA) requirements as well. The Photolog Section is additionally responsible for conducting smoothness verification work on various pavement jobs to aid in the assessment of bonuses or penalties to the contractors.

Minimum and maximum hourly rates will be subject to the following criteria:
- Returning Seasonal Workers may receive $.50 an hour additional compensation for each season of service up to the maximum hourly rate.
OR
- Experienced workers in the specific functional area with another employer may be credited with such time on an equivalent basis to seasons worked and granted the same additional compensation up to the maximum hourly rate.
OR
- Undergraduate or graduate students may be granted additional compensation of up to $.50 more per hour (up to the maximum hourly rate) for each full year of completed education on the basis of 30 semester hours equaling one (1) year.
NOTE: Determination of hourly rate is based on the above criteria. Additional compensation is based on only one criterion. It is not intended for individuals to receive additional compensation through application of the multiple criteria listed above.
EXAMPLES OF DUTIES
The Summer positions in each of these Units would gain experience and assist in fulfilling the following duties:
- Assist with the quality control assessment of roadway, traffic asset and pavement condition and imagery datasets to ensure they meet or exceed nationally accepted standards for completeness, accuracy, precision, and uniformity.
- Assist with development of new quality control and quality assurance procedures for field collected pavement condition data and imagery.
- Assist with data update coordination to ensure proper integration of roadway data into the LRS of record, assistance in the development of supplemental collection plans for requested safety and asset management related assets (e.g. center line rumble strips, speed limits) that support critical CTDOT functions.
- Assist with coordination and outreach to identify and integrate disparate CTDOT datasets.
- Assist with providing outreach to the 169 municipalities in CT to gather, format, and integrate appropriate local roadway datasets.
- Assist with organizing and advise CTDOT partners on developing technology solutions to aid in collection, integration, and quality assessment of data, including cutting edge technology such as computer vision and machine learning.
- Assist with ensuring high quality roadway, pavement condition and imagery data is collected, vetted, processed, stored, and made available to report, display, edit, and publish road network and asset data for internal and external customer consumption.
- Assist with the analysis of data, perform quality control procedures, and accurately make it available to display on the LRS along with other GIS formats for enterprise consumption for visual and analysis purposes.
- Assist with creating, developing and extracting reports and dashboards of various assets for comparison, analysis, and cross validation as well as develop reports to provide summary data.
- Work closely with various internal and external partners and customers including FHWA, municipal officials, regional organizations, state officials etc.

MINIMUM QUALIFICATIONS
Any experience and training that could reasonably be expected to provide the knowledge, skills and abilities listed above.
PREFERRED QUALIFICATIONS
- Academic history that demonstrates an interest in Data Analytics, Statistics, Management Information Systems, or Mathematics. Other majors will be considered providing that the applicant has coursework or work experience in data collection, data analysis, and data reporting.
- Grade point average of 3.0 or higher in the above areas of study or closely related.
- Experience in performing measurements, performing quality checks and reporting information through course work, work experience, or internships.
- Experience with Microsoft Office, Microsoft SQL Sever and other data driven software through course work, work experience, or internships.
- Experience with mapping software such as Google Earth, Bing Maps, GPS through course work, work experience, or internships.
- Experience working with large data sets, collecting data, database management, querying and report development through course work, work experience, or internships.
- Experience with statistics and performing statistical and mathematical analysis and calculations through course work, work experience, or internships.
- Experience with public speaking, written and oral communication skills through course work, work experience, or internships.
SPECIAL REQUIREMENTS
- Incumbents in this class assigned to recreational activities must be able to perform emergency first aid as needed and certain positions will require a current Standard First Aid Certificate.
- Incumbents in this class assigned as bus drivers or operators of a motor vehicle must possess and retain a current Connecticut Motor Vehicle Operator License to drive a bus and/or a Motor Vehicle Operators License as necessary.
- Incumbents in this class may be required to travel.
