HIGHLIGHTS
This is a full time (40 hours per week) position conveniently located in Hartford, CT easily accessible to all major highways.

DISCOVER THE OPPORTUNITY TO
- Monitor, review and provide policy guidance on Medicaid, long-term services and supports, and other social services initiatives, including proposed legislation, regulations and administrative action.
- Act as liaison with state agencies, OPM divisions and stakeholders to formulate policy recommendations, explore federal and state policies/regulations and legislative proposals.
- Draft reports, recommendations, presentations, and talking points on policy proposals based on national trends, state best-practices and evidence-based assessments and monitor the implementation of current initiatives.
ABOUT US:
At OPM, we report directly to the Governor and provide information and analysis that the Governor uses to formulate public policy for the state. We also assist state agencies and municipalities in implementing the law and public policy on behalf of the people of Connecticut. We prepare the Governor’s budget proposals; implement and monitor the execution of the enacted budget; and oversee the executive branch agencies that report to the Governor.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a State agency this class is accountable for independently performing a full range of tasks in planning, monitoring and evaluating programs.
EXAMPLES OF DUTIES
- Monitor, review and provide policy guidance on Medicaid, long-term services and supports, public health, and other social services initiatives, including proposed legislation, regulations and administrative action;
- Act as liaison with state agencies, OPM divisions and stakeholders to formulate policy recommendations, explore federal and state policies/regulations and legislative proposals;
- Draft reports, recommendations, presentations, and talking points on policy proposals based on national trends, state best-practices and evidence-based assessments;
- Monitor the implementation of current initiatives;
- Collaborate in the development of policies for children’s behavioral health, including research and strategic plans to sustain and expand access to affordable mental health and substance use treatments;
- Help conduct the annual Nursing Facility Census and Home and Community Based Services surveys;
- Collaborate in the collection of data, analysis and reporting for the CT Partnership for Long-Term Care;
- Support regulatory enforcement and consumer information for the CT Partnership for Long-Term Care;
- Collaborate in maintaining the CT Partnership for Long-Term Care’s program including engaging and responding to consumers, policyholders, agents, financial planners, attorneys and insurers;
- Develop the statutorily required Annual Statewide Long-Term Services and Supports Rebalancing Update and related special reports in health and human services, which includes data collection from multiple state agencies and drafting the report; and
- Perform related duties as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Six (6) years of experience in planning including developing written long term plans broad in scope and having impact on a number of operations.
NOTE: Planning is defined as collecting and analyzing technical data (social, environmental, economic, governmental), determining problems and concerns, and developing long-term plans accordingly. These are formal, written plans, i.e., statements of goals and objectives, recommended alternatives for action, and policies and programs to achieve the goals and objectives. Generally, these plans will impact statewide activities or a large-scale corporation which has branch or satellite facilities. Candidates must often perform these types of duties the majority of time and the planning function must be the major thrust of the job.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master's degree in planning, public administration or a closely related field may be substituted for one (1) additional year of the General Experience.
- Successful completion of a Connecticut Careers Trainee program approved by the Department of Administrative Services may be substituted for the General Experience.
PREFERRED QUALIFICATIONS
- Experience with policy concepts related to public health, health and long-term care insurance, CT’s long-term services and supports system, and state public assistance programs (e.g. Medicaid, TFA, SAGA, SNAP).
- Experience working within the state legislative processes.
- Experience reading and interpreting legislation, regulations, policy proposals and reports.
- Experience collaborating and communicating with both internal and external partners.
- Experience explaining complex or technical subject matter to a diverse set of stakeholders.
- Project management experience.
- Experience with health and long-term care insurance.
- Experience leading and providing staff support for working groups/taskforces.
- Experience working with the Connecticut General Assembly and state agencies.
