Introduction
State of Connecticut , Department of Energy and Environmental Protection (DEEP) is hiring an Environmental Trainee to join us! This position will sit with the Materials Management and Compliance Assurance (MMCA) Engineering and Enforcement Division/Pesticide Management Program (PMP). After successful completion of the program, the employee may be eligible for the target class of Environmental Analyst 1.

POSITION HIGHLIGHTS
  • Full Time (35 hours per week)
  • First shift, typical hours will be 8:00 AM - 4:00 PM or 8:30 AM - 4:30 PM, Monday through Friday with a flexible hybrid schedule available

YOUR ROLE
The Materials Management and Compliance Assurance (MMCA) Engineering and Enforcement Division/Pesticide Management Program (PMP) has an opening available for an Environmental Trainee to join our team. This is a one to three-year training classification and upon successful completion of the training period, the incumbents will be promoted to an Environmental Analyst 1.

The PMP is responsible for registration of pesticide products for statewide use and distribution, processing applications for aerial and aquatic pesticide application permits, certification of pesticide applicators and arborists, conducting compliance and investigative inspections, and enforcement of pesticide and arboriculture laws.

You may discover the opportunity to join the MMCA in an office/administrative position responsible for review and processing of online applications for state registration of pesticide products and permits for aerial and aquatic pesticide applications.


Duties Of The Position Include
Pesticide Product Registration

  • Review of pesticide product labels for adverse effects and compliance with state and federal standards of registration;
  • Classification and registration of pesticide products;
  • Maintenance of the e-License database of registered pesticide products;
  • Response to public inquiries on pesticide information;

Aerial and Aquatic Pesticide Permitting

  • Review of aerial and aquatic pesticide permit applications
  • Coordination with other State and local agencies and programs to assess potential risks to human health and the environment from the application of pesticides;
  • Communication with stakeholders regarding applications of pesticides to waters of the state;
  • Maintenance of aquatic pesticide permits and use records.

  • The successful candidate must be willing/able to successfully complete OSHA 40 Hour Training, undergo training and possible background check to obtain federal inspection credentials

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency receives training in introductory professional environmental work for the development of technical and professional skills and knowledge in order to qualify for advancement to the professional environmental work of the agency; performs a wide variety of increasing difficult duties as technical skills are acquired during the course of the training period.

Minimum Qualifications - General Experience
Candidates must be able to meet the experience and training requirements of the designated job class at the completion of the development program.


Preferred Qualifications
  • Experience prioritizing and tracking two or more activities and projects to ensure timely completion, quantity and quality of deliverables;
  • Experience in interpreting and applying state and federal laws, statutes, and regulations pertaining to Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA), the federal Worker Protection Standard (WPS) for agricultural establishments, Connecticut’s Pesticide Control Act and state arborist laws;
  • Experience in problem solving, organization, critical thinking and conflict resolution;
  • Experience or training with oral and written communication of technical information;
  • Experience or training completing digital workflows following prescribed formats;
  • Experience or training in occupational health, toxicology, chemistry, limnology, plant pathology, or entomology;
  • Experience or training using pesticides or pesticide application equipment including equipment calibration;
  • Bachelor’s or Master’s degree in Environmental Science, Ecology, Conservation Biology, Limnology, Chemistry, or Occupational Health.


WORKING CONDITIONS
Incumbents in this class may be exposed to some danger of injury or physical harm from on site environments and moderate degree of discomfort from exposure to year round weather conditions.
