Summary Statement

The Deputy Director serves as part of the Division leadership team and reports to the Division Director. As part of the leadership team, the Deputy Director will assist in overseeing the day-to-day operations and planning of the Division, which includes for the administration of its Home and Community-Based Services Waiver, the administration of the Pathways to Employment State Plan Amendment, and the State-operated intermediate care facility for individuals with intellectual and developmental disabilities, the Stockley Center. Specifically, the Deputy will work to align budget and financial policy with the long-term policy goals of the Division. The Division serves more than 5,000 individuals across the state, with 400-plus positions, and manages a network of over 40 contracted provider agencies.

Essential Functions

Since class specifications are descriptive and not restrictive, incumbents can complete job duties of similar kind not specifically listed here. •\tProvide leadership to ensure the Department and Division’s mission, values and outcomes are implemented throughout the state. •\tIn collaboration with the Division Leadership Team and the Office of the Secretary, work closely with the Office of the Governor in the annual budget process and budget management. •\tMaintain an effective working relationship with advocates, stakeholders, community leaders, schools, and providers serving people with developmental disabilities. •\tCommunicate effectively with service participants and family members regarding Division policies, practices and activities that promote service participant and family involvement in decisions affecting their individual services. •\tWork collaboratively and creatively with staff from other State agencies to maximize services for individuals with developmental disabilities. •\tIdentify continuous improvement opportunities to improve the value of services available to individuals with developmental disabilities. •\tUnderstand impacts of federal actions on state operations and work closely with federal partners.

Applicants must have education, training and/or experience demonstrating competence in each of the following: 1.\tA minimum of five years’ experience in health or human services program administration with strong preference for managing developmental disabilities and/or community-based programs including oversight of facilities, budget, policy initiatives and personnel. 2.\tMaster’s degree preferred in a field related to the administration or provision of human services programs, including degrees in Social Work, Business Administration, Public or Education Administration, Special Education or clinical specialty area serving people with disabilities, however other educational levels combined with demonstrated years of experience will be considered.
