Summary Statement

The Associate Deputy Director duties include overseeing the Bureau of Research, Evaluation and Population Health (REPH).� The bureau is responsible for oversight of the collection and analysis of large data sets such as claims, surveys, encounter data, and other informatics data collected through contracted providers, DSAMH services, and population survey sets.� This includes dashboard development and implementation, analysis trends, as well as performance improvement data.� This position also oversees the use of data to identify opportunities across the division around program improvement, serves as a member of DSAMH’s senior leadership team, and supports key policy or programmatic initiatives.

Essential Functions

Performs on-going oversight, monitoring and strategic management of the Division’s behavioral health programs and operational support services such as assessment of health data, behavioral health promotion, addiction prevention programs and activities; inpatient and community-based substance use and mental health treatment and service programs; and programs that manage other types of addiction.� � � � Ensures quality, consistency, integration and compliance with all regulatory, certification and accreditation standards. � � � Conducts comprehensive research and evaluation of a wide-variety of behavioral health programs to make projections by identifying trends and issues in areas such as service delivery, performance, utilization, staffing, accessibility, cost and funding. � � � Makes recommendations on improvements and alternative courses of action that strengthen behavioral health treatment and prevention efforts and improve health outcomes. � � � Participates in the development and implementation of strategies, policies and standards related to treatment and service systems. � � � Monitors fiscal activities for behavioral health programs and contracted providers within the DSAMH system. � � � Coordinates public and private behavioral health services to reduce duplicate services, align and strengthen existing services and address the needs of the community. � � � Analyzes state, federal and local legislation to determine impact on operations. � � � Facilitates the adequate dissemination of public information regarding urgent substance use and mental health concerns.� Assists in developing and coordinating communication that ensures an understanding of and accessibility to behavioral health services for Delawareans. � � � Reviews and interprets statistical, narrative, analytical and financial reports.

Job Requirements

JOB REQUIREMENTS for Behavioral Health Administrator IV Applicants must have education, training and/or experience demonstrating competence in each of the following areas:� Possession of a Bachelor’s degree or higher in Public Administration, Public Policy, Behavioral, Social or Health Science or related field. Three years experience in behavioral health administration which includes ensuring that behavioral health policies, procedures and operational plans are implemented to provide overall direction of activities involving behavioral health programs, services, budgets, state and federal funding, varied resources, staff and fiscal requirements to meet goals and objectives and to ensure compliance with applicable behavioral health laws and regulations. Three years experience in behavioral health planning which includes analyzing and evaluating behavioral health programs, projects, and policies, interpreting research studies and health trends which includes qualitative and quantitative analysis of health data to develop strategies and policies and advise department and state officials on behavioral health concerns. Three years experience in strategic planning which includes planning and mapping a path between the present and future usually for three to five years by determining key objectives, how to accomplish the key objectives, what strategies should be used, what activities would contribute to accomplishing the key objectives and developing performance measures to gauge and report progress or success. Three years experience in contract management and control which includes ensuring compliance with terms of contracts; negotiating changes to existing contracts. Three years experience in grant management and control which includes monitoring and evaluating grant expenditures. Three years experience in policy administration which includes planning, developing, implementing and evaluating policies and procedures. Three years experience in operations management which includes planning, directing, coordinating, controlling and evaluating operations typically through subordinate supervisors.
