The Delaware Department of Natural Resources and Environmental Control (DNREC) recognizes its Engineers are a highly valued resource and play a critical role in protecting public health and the environment. For that reason, we are now providing monetary recruitment incentives to new DNREC Engineers in accordance to our Recruitment Program Policy and Procedures. The program provides recruitment incentives as follows: Sign-On Bonus– Incentives are based on the position classification: � $4,000 Engineer I � $5,000 Engineer II � $6,000 Engineer III � $7,000 Engineer IV Incentives are paid in two installments. One installment after three months of employment and the second installment after eighteen months from the initial date of employment. New employees accepting this recruitment bonus must commit to two consecutive years of employment with DNREC in the Engineer I-IV series. Must be a new hire to the State of Delaware or new to the Engineer classification series within the State of Delaware NOTE: You will receive more information during the hiring process. This program is administered by the DNREC – Employment Services section. The program may be terminated by DNREC at any time with or without notice.

Summary Statement

This position is responsible for implementing the Sediment and Stormwater Program through the review and approval of sediment and stormwater management plans for state and federal projects in compliance with appropriate authorities and providing guidance to the Program’s delegated agencies; designers; other state, federal, or local entities; and public and private organizations or individuals.

Preferred Qualification

Applicants who do not possess the preferred qualification will still be eligible to compete for this position if job requirements are met. Knowledge of the principles and foundation of computations included in hydrologic routing programs, including HydroCAD.

Essential Functions

Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class. Drafts, develops and modifies engineering designs, plans and specifications. Reviews permit applications, blueprints and/or designs prepared by others to ensure compliance with specifications and regulations. Applies the principles and theories of science and mathematics to research and develop solutions to technical problems. Plans and conducts field studies, surveys, research and development projects, inspections and/or investigations to collect data and ensure conformance to state/federal laws and regulations. Tests or evaluates materials, equipment, systems and facilities. Plans and coordinates engineering projects. Reviews, analyzes and reports on the status of projects and/or regulatory conformance. Develops cost estimates for project time and materials. Provides technical guidance and training to technical staff.

Job Requirement Series

JOB REQUIREMENTS for Engineer I Applicants must have education, training and/or experience demonstrating competence in each of the following areas: Possession of a Bachelors degree (or have an anticipated graduation date within 9 months) in Civil or Environmental Engineering or official notice of passing the Fundamentals of Engineering (FE) examination in Civil or Environmental Engineering administered by the National Council of Examiners for Engineering and Surveying (NCEES). JOB REQUIREMENTS for Engineer II Applicants must have education, training and/or experience demonstrating competence in each of the following areas: 1. Possession of a Bachelors degree (or have an anticipated graduation date within 9 months) in Civil or Environmental Engineering or official notice of passing the Fundamentals of Engineering (FE) examination in Civil or Environmental Engineering administered by the National Council of Examiners for Engineering and Surveying (NCEES). 2. At least one year experience in Civil or Environmental Engineering OR possession of a Masters degree or higher in Civil or Environmental Engineering. JOB REQUIREMENTS for Engineer III Applicants must have education, training and/or experience demonstrating competence in each of the following areas: 1. Possession of a Bachelors degree (or have an anticipated graduation date within 9 months) in Civil or Environmental Engineering or official notice of passing the Fundamentals of Engineering (FE) examination in Civil or Environmental Engineering administered by the National Council of Examiners for Engineering and Surveying (NCEES). 2. At least four years experience in Civil or Environmental Engineering . 3. Knowledge of engineering project management which includes planning, scheduling, staffing, coordinating, controlling, monitoring, evaluating and reporting on the status of engineering projects. JOB REQUIREMENTS for Engineer IV Applicants must have education, training and/or experience demonstrating competence in each of the following areas: Possession of a valid Delaware Professional Engineering License OR Possession of a valid Professional Engineering license issued by a proper authority of a state, territory or possession of the United States, the District of Columbia, or a province or territory of Canada OR Possession of a Masters degree or higher in Civil or Environmental Engineering. At least five years experience in Civil or Environmental Engineering. Six months experience in engineering project management which includes planning, scheduling, staffing, coordinating, controlling, monitoring, evaluating and reporting on the status of engineering projects.
