The Delaware Department of Natural Resources and Environmental Control (DNREC) recognizes its Engineers are a highly valued resource and play a critical role in protecting public health and the environment. For that reason, we are now providing monetary recruitment incentives to new DNREC Engineers in accordance to our Recruitment Program Policy and Procedures. The program provides recruitment incentives as follows: Sign-On Bonus– Incentives are based on the position classification: $4,000 Engineer I $5,000 Engineer II $6,000 Engineer III $7,000 Engineer IV Incentives are paid in two installments. One installment after three months of employment and the second installment after eighteen months from the initial date of employment. New employees accepting this recruitment bonus must commit to two consecutive years of employment with DNREC in the Engineer I-IV series. Must be a new hire to the State of Delaware or new to the Engineer classification series within the State of Delaware NOTE: You will receive more information during the hiring process. This program is administered by the DNREC – Employment Services section. The program may be terminated by DNREC at any time with or without notice.

Summary Statement

This position is responsible for writing and issuing NPDES permits to ensure the protection of Delaware’s water quality. Evaluate NPDES applications and monitoring data for technical completeness. Conduct site visits and prepare technically sound permits that include defensible regulatory requirements that reflect site-specific conditions. Work includes preparing calculations, modelling, letters, memoranda, testimony, and presentations to support permitting actions. Other duties include developing and maintaining specialized knowledge of NPDES procedures including Reasonable Potential Analysis, Whole Effluent Toxicity Methods, and the Copper Biotic Ligand Model. Plan and conduct field studies, surveys, R & D projects, investigations and use ArcGIS and as needed.

Essential Functions

Drafts, develops and modifies engineering designs, plans and specifications. Reviews permit applications, blueprints and/or designs prepared by others to ensure compliance with specifications and regulations. Applies the principles and theories of science and mathematics to research and develop solutions to technical problems. Plans and conducts field studies, surveys, research and development projects, inspections and/or investigations to collect data and ensure conformance to state/federal laws and regulations. Tests or evaluates materials, equipment, systems and facilities. Plans and coordinates engineering projects. Reviews, analyzes and reports on the status of projects and/or regulatory conformance. Develops cost estimates for project time and materials. Provides technical guidance and training to technical staff.

Job Requirements

JOB REQUIREMENTS for Engineer II Applicants must have education, training and/or experience demonstrating competence in each of the following areas: 1. Possession of a Bachelors degree or higher in Environmental, Industrial and Chemical Engineering OR official notice of passing the Fundamentals of Engineering (FE) examination in Environmental, Industrial and Chemical Engineering administered by the National Council of Examiners for Engineering and Surveying (NCEES). 2. At least one year experience in Environmental, Industrial and Chemical Engineering OR possession of a Masters degree or higher in Environmental, Industrial and Chemical Engineering.

DNREC does not provide sponsorship for holders of H-1 B Visas. Applicants must be legally authorized to work in the United States.
