Introduction

The Division of Air Quality monitors and regulates emissions to the air. It issues permits to construct and permits to operate air contaminant sources. It maintains emission inventories from business and industry. It develops the State’s implementation plan as required by the Clean Air Act. It adopts new regulations and supports enforcement of existing regulations. And it permits and inspects asbestos removal efforts. Click here for more information about the Division of Air Quality.

Summary Statement

This position will perform regional and local air quality modeling for the Division of Air Quality and in support of the Division of Climate Coastal and Energy. Air quality modeling is required for permitting, and demonstrations of attainment with the National Ambient Air Quality Standards. Air quality modeling is also important for climate change planning and projection. It will also require planning and coordination with local, regional and national partners. In addition to modeling, this position will supervise two environmental scientists who perform quality assurance work for the Division of Air Quality's ambient air monitoring network.

Selective Requirement

Selective Requirements must be met in addition to the job requirements. Applicants who do not possess the selective requirement will not be qualified. Three years experience in using Air Quality Dispersion Modeling systems.

Essential Functions

Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class. Drafts, develops and modifies engineering designs, plans and specifications. Reviews permit applications, blueprints and/or designs prepared by others to ensure compliance with specifications and regulations. Applies the principles and theories of science and mathematics to research and develop solutions to technical problems. Plans and conducts field studies, surveys, research and development projects, inspections and/or investigations to collect data and ensure conformance to state/federal laws and regulations. Tests or evaluates materials, equipment, systems and facilities. Plans and coordinates engineering projects. Reviews, analyzes and reports on the status of projects and/or regulatory conformance. Develops cost estimates for project time and materials. Provides technical guidance and training to technical staff.

Job Requirements

JOB REQUIREMENTS for Engineer VI Applicants must have education, training and/or experience demonstrating competence in each of the following areas: 1. Possession of a valid Delaware Professional Engineering License OR Possession of a valid Professional Engineering license issued by a proper authority of a state, territory or possession of the United States, the District of Columbia, or a province or territory of Canada. 2. Regionally or nationally recognized as a specialist in a specialty or scientific prominence/recognition such as publications in scientific and trade journals. 3. At least five years experience in Environmental Engineering. 4. Three years experience in engineering project management which includes planning, scheduling, staffing, coordinating, controlling, monitoring, evaluating and reporting on the status of engineering projects.
