The DNREC Environmental Finance Office administers the Delaware Water Pollution Control Revolving Fund (also known as the Clean Water State Revolving Fund), providing financial funding available to municipalities, private organizations, nonprofit organizations and private individuals. Summary Statement

Environmental Finance (EF) houses the CWSRF program, the financial management of the DWSRF, and provides administrative support to the Water Infrastructure Advisory Council (WIAC) and the Clean Water Trust (CWT). This position will reside in the Environmental Finance section of DNREC to support the management of these funds which provide the necessary water infrastructure investments to strengthen the nation’s drinking water and wastewater systems. This position will be responsible for all Grant and Project Compliance within Environmental Finance. EF is committed to using Federal Capitalization grants to provide financial assistance for eligible projects that will meet EPA’s goals and mission for water infrastructure investments and meeting the goals of the department. This position will support the SRF programs, ensuring compliance with all Federal, State and agency rules, regulations, policies, and procedures.

Essential Functions

Conducts internal financial, compliance, economy and efficiency, information technology and program results audits of State Agencies and associated contractors, subcontractors, municipalities, vendors or providers to ensure effective, efficient and compliant projects and operations. Identifies and reviews relevant records or operations and conducts interviews of staff, management or others, which may include field investigations, to obtain and clarify information. Analyzes financial and other records, to determine accuracy and compliance with state or federal laws, rules and regulations, as well as applicable agreements, contracts and grants. Performs audit tests and identifies exceptions and noncompliance with applicable laws, rules, regulations, standards, policies and procedures. Prepares and submits audit summaries and reports that clearly and accurately document audit findings, supporting facts and recommendations. Explains audit findings and makes recommendations for corrective action; conducts post audits to determine if audit recommendations have been implemented. Completes continuing education to remain current on auditing standards, methods, techniques, and best practices. Uses commercial and proprietary automated information systems and computer software to research, review, analyze, document and report on relevant audit information. Delivers excellent customer service to internal and external customers and the public in person, electronically, or by written communication. Communicates and interacts effectively with people across cultures, ranges of ability, genders, ethnicities, ages, and races.

Job Requirements

JOB REQUIREMENTS for Internal Auditor III Applicants must have education, training and/or experience demonstrating competence in each of the following areas: Two years’ experience in auditing financial records and documents in accordance with Generally Accepted Auditing Standards, including assessment of internal and external controls. Two years’ experience in computer-based auditing which may include but is not limited to, using computer programs to select, manipulate and analyze data, perform calculations, select audit samples and print reports. Two years’ experience in preparing audit summaries and reports that clearly and accurately document findings, supporting facts and recommendations. Six months’ experience in developing audit plans which includes developing audit goals, objectives, timeframes and scopes.

More information will be shared at the time of interview. This position is Limited Term for up to 2 years, and may be extended should funding be available.
