Summary Statement

The class incumbent is responsible for providing overall administration of the department's capital improvement program for a large diverse department. Supervises a staff of 4-7 professional and clerical employees. Manages an annual capital program budget of approximately $6.5-8.0 million. Manages approximately 50 contracts.

Essential Functions

Plans, manages and monitors the department's capital program for major and minor capital improvement projects.�Works with department managers to determine/implement solution to capital problems.� � �� Manages and implements a facilities management plan; coordinates the analysis and evaluation of usage, structures and other facilities, and equipments of the department.�Develops a proposed plan which meets the overall department objectives.� � �� Provides guidance and direction to professional and clerical staff. Reviews and evaluates work for conformance to goals and objectives.� � �� Develops and implements fiscal tracking and reporting systems for capital funds.� � �� Develops, conducts and/or coordinates planning studies related to short and long term capital needs of the department.� � �� Chairs and staffs the department's task force relating to capital programs.�Works with departmental, executive and legislative officials to explain fiscal and planning matters, determine problem areas and recommend solutions.� � �� Develops and oversees the monitoring of the department's capital budget.� � �� Conducts special studies or projects as assigned by superiors.

Job Requirements

JOB REQUIREMENTS for Capital Program Administrator Applicants must have education, training and/or experience demonstrating competence in each of the following areas: Three years experience in budget administration which includes managing, developing, analyzing and implementing budgets; developing strategic plans and establishing internal control.� Three years experience in contract administration which includes overseeing the development and negotiation of contracts and bid specifications; managing bid openings; awarding and executing contracts. Six months experience in financial administration such as comprehensive analysis of programs, budgets, projects, services, alternatives, and costs; financial planning, revenue generation, revenue forecasting, expenditure forecasting, cash flow management and establishing internal control.� Knowledge of facilities planning and analysis which includes developing facilities management plans based on the evaluation and analysis of usage, structures and other facilities.� Knowledge of staff supervision acquired through course work, academic training, training provided through an employer, or performing as a lead worker overseeing the work of others; OR supervising staff which may include planning, assigning, reviewing, and evaluating the work of others; OR supervising through subordinate supervisors a group of professional, technical, and clerical employees.
